IPOBSD receives increasing demand from member states to have proper knowledge transfer for their local focal points to realize more roles in the system support (IPAS, EDMS and WIPOScan). Along that, and further to training and knowledge transfer sessions, a document describing common problems/resolutions and troubleshooting would help focal points with a quick reference to quickly and easily responding to day-to-day issues may encounter at IPO. Documentation of error-messages in this regard is also needed which may act as reference/based for such guide.

Why am I getting ‘No daily log book exists for that date’ error message when I start doing reception for new File in Ipas WEB?

A

Daily Log book is not activated for the selected date. To active daily log book complete following steps:

a)     Login to IpasAdmin

b)     Create new Daily Log Book for this day

c)     Open this Daily log book.

Now you can login in IpasWeb and start reception for any new File.

Why my document’s status is toBeCertified instead of toBeScanned?

E-Doc is not configured for this user document type. To configure e-Doc follow following steps:

a)     Open designer

b)     Select this used document from left section which will open properties tab

c)     Select appropriate e-doc type and e-doc sequence.

d)     Save this configuration in xml file.

e)     Import this updated configuration xml file using IPAS Manager (While updating configuration, domain and EDMS must be stopped).

a)     Check if Nuxeo is running or not.

b)     Check if Nuxeo connection properties are given in IpasWeb.properties. This file is located in AppServerDomain/config/ folder

c)     Under Document origin, click on appropriate value which will open properties box in right.

Because mapping between file seq/type to e-folder/e-doc seq is not working. Refer below configuration screen. Configure as follows:

a)     Open IPAS Designer

b)     Select E-Doc from View List.

c)     Click ‘Map between file seq/type to e-folder/e-doc seq’,  from left option and click on ‘Select’ option.

d)     Provide File seq, File type, E-Folder sequence and E-Doc sequence

b)     Select Application from View List.

c)     Under PCT Patents, click ‘Subtypes of this application type’, from left option which will open propers in right side window.

Please remember that these "file sections" are used to manage large files which may be split into several "volumes" and then each "volume" is managed as a separate physical entity for deliveries between office departments.
  
The problem is that IPAS Centura creates a "file section" using section_nbr = 0 for each new file received, but IPAS JAVA creates file sections using section_nbr= 1 and assumes that such a section will exist for every file. Therefore, if the file was received by IPAS Centura, no such section_nbr = 1 will exist and then IPAS JAVA reception of new user docs affecting this file, will fail with the message you reported.
  
As a workaround, the attached script just updates the section_nbr value from 0 to 1, and then all the "files sections" will follow the IPAS JAVA assumption and all will work fine.

How to migrate historical information from a legacy system to IPAS (e.g. log changes)?

A

One plausible solution is to use “note actions”;  that is, actions with ACTION_CATEGORY = N.  This can be accomplished by configuring one “action type” for each type of “historic event” that is intended to be migrated.  Appropriate labels for the five notes fields that can be recorded in each action must also be configured.

 

As an illustration, let us say that a legacy system includes “physical movements” of files, and for each such movement there is a person requesting the file, the date on which the person placed this request, the person sending the file, the person receiving the file, the reception date, the date of the last document included in the file folder, and some optional notes.  In order to migrate these information from a legacy system to IPAS, the following should be configured:

 

  1. An “action type” with code such as “XYZ” and name such as “Physical movement”;  and
  2. To decide where to “migrate” each and every piece of information available in the “legacy movements”, for example:
  • the reception date, which is clearly the date on which an Office wants IPAS to show this event in the workflow, is migrated to the “action date”.
  • the person requesting the file and the date he/she places this request, could be migrated to the NOTES2 field, by configuring the label “Sending person/date” for this field in action XYZ.  For example, value “John Smith – 04apr2003” could be migrated, and this means that it may be necessary to “convert” the information in the legacy system (which may be a user number and not the name) into something adequate.
  • the person sending the file, could be migrated to the NOTES3 field, by configuring a label such as “Person sending” for this field in Designer.
  • the person receiving the file, could be migrated to the NOTES4 field, by configuring a label such as “Person receiving” for this field in Designer.
  • the date of the last document included in the file folder, could be migrated to the NOTES5 field, by configuring a label like “Last date in file folder” for this field in Designer.
  • The optional notes could be migrated to NOTES1, by configuring a label such as “General notes”.

It is important to note that there are only five notes fields for each action type.  Therefore, it may be necessary to “overload” NOTES1 (which is the only “long” field) with several pieces of information, for example, one could generate several lines with a descriptive prefix and the data, plus a carriage return/line feed (or a <BR> HTML tag), so that IPAS will display the lines nicely.  Please also note as NOTES1 field will be displayed by IPAS as HTML, one may use HTML tags to show bold data, or could even include HTML tables for complicated data.

 

Please also note the same process above should be undertaken for each and every "historic event type" that an Office may have and want to migrate; for example, the details of all the "bibliographical data updates" that have been taken place in its legacy system.

How to migrate old publication data from a legacy system to IPAS?

A 

Two mechanisms/tools may be used for migration of “legacy publications” to IPAS separately or simultaneously.  The mechanisms/tools are:

a. The “publication date” and “publication notes” fields in the mark and patent migration tables.

b. The generic “note actions” mechanisms.

The first tool sets the “publication date” in the file itself, therefore IPAS considers that the file is no longer under confidential.  For example, the patent can be included in an ST.36 export batch, etc.  This data is however only shown as part of the bibliographic data and not in the workflow.

The second tool has an impact on the workflow.  An IPO may configure two “action types”, for example, “First historic publication” and “Second historic publication”, and use the corresponding “notes” fields to migrate all required data (apart from the date and user, which are already covered by specific fields in the migration tables) such as the “historic journal number”, etc.

Please note that the “action types” related to “publications” may be configured so that they are included in a special “publications list” which is displayed next to the “publication tab” for patents.  Additional details can be found in Section 13.2.6 (Multiple Publication) of the IPAS Administrator’s Guide.

Scenario:

A version of the International Patent Classification (IPC) (version 8) in xml format has been made available to IPAS users.

IPAS users start the data capture process without importing information of the International Patent Classification (IPC) codes from the configuration xml file.  During the course of data capturing, IPAS users may add a number of IPC codes manually to the IPAS system.  After the completion of the data capture process, IPAS users then realizes that there is a need or better to import the IPC codes that has been made available to them (i.e. version 8 in XML format).  This is because once the IPAS provided IPC codes are imported there is no need to add any version 8 IPC codes to the IPAS system manually.  Contrarily, if the IPC codes are not imported then the codes will have to be added to the system manually.  (Note: However, for IPAS version 2.7, IPC codes higher than version 8 may have to be added to the system manually).

Issue:

When IP users import IPC codes in IPAS (using the IPAS Manager) after some IPC codes were added manually, IPAS Manager deletes all the existing IPC codes from the respective PAS data tables including those added manually, and loads the fresh configuration from the configuration xml file.   However, there may be cases IP users have added new IPC codes that do not exist in the configuration xml file.  This results in loss of manually added IPC codes and detection of ‘Foreign Key Constraints’ error by the IPAS Manager because it has deleted all the records before importing the IPC codes.

Resolution:

The idea is to undertake importation of IPC codes (version 8 and higher) by a Utility program rather than using the IPAS Manager.

The attached Utility program does not delete any IPC code-related records from the relevant IPAS data tables.  Instead, the Utility program first verifies whether IPC codes are already existed in the respective IPC data tables.  If the codes are not existed at the data tables, the Utility program adds the IPC codes (from the configuration xml file) into these data tables accordingly.  In this way, the Utility program imports all the IPC codes (version 8) from the configuration xml file while keeping other IPC codes added manually (by IPAS users) in parallel.

 

The Utility program has been tested to be compatible with IPAS release 2.7 in both Oracle and MSSQL database server environments.

How to resolve an IPAS Manager issue  indicating  by the error message “maximum number of expressions in a list is 1000” in the Oracle database server environment?

A

Issue:

“Cannot execute statement. ORA-01795: maximum number of expressions in a list is 1000”

This error is due to Oracle expression limit as Oracle does not allow more than 1000 expressions in IN Clause.

Resolution:

Workaround Resolution

Follow the steps below as a workaround for the issue mentioned above:

  1. Stop the Glassfish (application) domain
  2. Execute the SQL query statement below to retrieve temporary work tables.

         and execute all the drop statements accordingly.
  4. After executing the drop statements, commit the result. It will drop all the temporary work tables.
  5. Restart the Glassfish (application) domain
  6. Now login to IPAS Manager.

How to update law code in IPAS 2.7 when there is new law code introduced in a country?

A

Scenario:

When the new Law code is introduced in a country, there is a need to reflect the new law code on the applications or files that have been registered or captured in the IPAS system with an effective date in accordance with the respective legislation. 

In practice, when an IP office introduces new IP law, corresponding configuration in IPAS has to be updated from IPAS Designer to reflect the changes.  However, an IP office may decide to change the old law code by applying the new law code for some applications or files that were already received with a specific effective date in accordance with the relevant national law. As example, the new law code will be applicable effectively from last two years; therefore, all applications or files that were received from the last two years must be updated to reflect the new law.

Issue:

Currently, to support the new law code, IPAS user has to manually update the old law code with the new law code for all affected applications or files.  The process may take considerable time and efforts and may be error prone.

Resolution:

Rather than updating the law code for each and every affected file manually, the attached Utility program will update the law code information captured in the IPAS system automatically.  The Utility program first retrieves a list of all affected applications or files based on the “affected date settings” provided by the user and then performs the respective bulk update in the database of the IPAS system automatically.  This Utility program also records the change of law code for all affected applications or files in the system’s Change Log.

The Utility program has been tested to be compatible with IPAS release 2.7 in both Oracle and MSSQL database server environments.

How to enable sorting of journals by Nice class in IPAS 2.7.0 in a mono Nice class environment running with Oracle database server?

Scenario:

Journal sorting by Nice class does not work in IPAS 2.7.0.

Resolution:

The proposed solution is to enable the ordering of content in work tables based on Nice class during the generation of the journals so that the output WORD file will contain the sorted result.

How to change the password for db_owner?

A

In Oracle Database this is normally done by doing an export, followed by and import to a new user with new password. However, in case the database size is huge (say more than 10-20 GB), and then doing the export might not be a feasible option.

The below steps outline an alternative approach to changing the password for db_owner.

NOTE: Steps 1 – 8 are applicable to both database types. Oracle and MS-SQL database servers.

1)    Create a new database. (Say TESTING)

2)      Generate an IPAS environment on that database using IPAS Manager (Environments > Management > Add)

3)      Launch IPAS Manager and create a new user in the database, using the user name of the production DB and the new password.

 

4)      Open in the new database the repository.scheme table.

 

5)      Copy the encoded password for the prod environment to a text pad.  

6)      Open in the production database the repository.scheme table.

7)      Paste the encoded password we just copied.

8) Open the IP_USER table and change the password of the owner of the schema. Copy the ENCODED version of the new password.

9) For ORACLE Server and by using a database management tool, change the password of your prod environment to the new one (the one you used while creating the environment in the TESTING database, NOT the encoded version).

10)      For MS-SQL Server, is necessary to also proceed to delete the old login, and regenerate it.

11)      Execute the following SQL sentence (only applicable to MS-SQL Server) sync the password of the login with the password in the production database.
