In 2017 the average registration procedure time period was 8,2 months fr= om the date of submitting the trademark registration application. This time= period includes formal and substantive examination of the applications, te= chnical procedure concerning the preparation for publication, three month s= tatutory time limit for opposition and registration time. In comparison wit= h 2016 the registration procedure time has decreased.

The 11th edition of the Nice Classification of Goods and Services for th= e Purposes of the Registration of Marks has been in effect since January 01= , 2017 for the purposes of trademark filing and registration.
Every trademark application shall contain a list of goods or services fo= r which the mark is to be registered. Goods and services are listed in a se= quence of classes of the Nice Classification and the appropriate number of = this classification is mentioned.
The 7th edition of the Vienna Classification of the Figurative Elements = of Marks, published on December 13, 2012, has been used.

Since 2007, there are no official gazettes of the Official Bulletin of I= PO CZ produced and published on CDs or in paper versions.

Within the Office, there are obeyed, maintained and improved several bus= iness management systems:
The business process management system (BPMS) internally named A= DONIS that describes the office=E2=80=99s processes flow structure is also = deployed, maintained and improved. Each employee can find information on or= ganizational structure, valid laws, rules and other documents, available ap= plications, databases and information systems.
Hardware used to supporting business processes of the Office
Workstations - HP, processor Intel Core2Duo, Core I3 and Core I5, RAM 1-= 8 GB, HDD 160 - 500 GB. 300 workstations connected in the Office network a= re of the Office staff direct service. Thereof 50 computers connected in th= e Office network are intended for the clients of the Office and staff train= ing. MS OFFICE =E2=80=93 2007/2010/2013/2016 software. The Office uses CD, = DVD and magnetic tapes as data mediums.

The Office maintains an in-house search database of all trademark applic= ations and registered trademarks with effect for Czech Republic (national, = EU, WIPO). The database is not accessible to the public but its structure c= orresponds to the public database.
External databases
The Office provides free access to the database comprising the data conc= erning not only the Czech national trademarks but also the international tr= ademarks (applied for or registered) valid in the territory of the Cz= ech Republic or EU, WIPO =E2=80=93 6ter and the European Union trademarks a= pplied for or registered by EUIPO at the IPO CZ website http://www.upv.cz/en/client-services= /online-databases/trade-mark-databases.html
The Office and users can also perform searches in the publicly accessibl= e databases provided freely on the Internet by the other national offices. = The Office also regularly uses the =E2=80=9CeSearch plus (previously CTM On= line=E2=80=9D database) and TMview database both maintained by EUIPO and th= e Madrid Monitor (previously =E2=80=9CROMARIN=E2=80=9D) database (maintaine= d by WIPO) which contains the international trademarks. Last but not least the commercial database Corsearch (Wolters Kluwer) is= used by the Office under contract and the access is paid.

Since1996 apaper search file has neither been maintained nor used. Since= January 2014, the IPO is currently using =E2=80=9CSyPP=E2=80=9D, version 2= .0, (industrial property rights system) automation system for trademarks fo= r file building. Public databases are updated automatically only. Trademark= register is kept in an electronic form only.
The Office uses the internal information system SYPP2(starting from Janu= ary 2014) to proceed the applications of patents, supplementary patent cert= ificates, utility models, industrial designs, trademarks and appelations of= origin/geographical indications. The system has been developed since 2011 = as a major upgrade of previous version SYPP which was used from 2004 until = 2013. The new application is more flexible, based on Oracle Forms with easi= er maintaining and more flexible data structure. Data are stored in xml for= mat including the history. The system is also more user-friendly. System is= connected with central registers of the Czech Republic (ISZR). The p= roject was co-financed by the European fund for regional development within= the EU project Enforcement of Industrial Property Rights..The system enabl= es to maintain official registers of all the industrial property rights. Fu= rthermore it archives all incoming and outgoing communications of the Offic= e, provides the information on the state of proceeding, legal status of reg= istrations and statistical data. The Document Management System (DMS) is in= tegrated as well.. The system also processes international trademarks with = designation of the Czech Republic and international trademark applications,= where the IPO is office of origin pursuant to Madrid Agreement and Madrid = Protocol. The data are transferred to the electronic Office=E2=80=99s Bulle= tin and to the The current version of on-line filing system was launched in= 2017 and is based on web application. This system has replaced the previou= s application which was based on pdf forms.. Starting from January 2008, th= e system produces automatic electronic extracts from registers upon online = request.

Applications for trademark registrations can be filed by post, in person=
, by fax, via data box (an upload up to 20 MB) or electronically (with=
electronic signature an upload up to 100 MB) to the Office. Wide rang=
e of other communications may be submitted electronically via user-friendly=
interface (an upload up to 100 MB).
Bibliographic details of applications are entered into SyPP2 manually if t=
he application is filed in paper form or automatically if the application i=
s filed via online filing facility. The applicants receive confirmation of =
filing via post upon their request or electronically if application is file=
d online. The application file can be inspected after publishing the regist=

Extended safety is secured via SSL.
Backing up of data changes is done twice a week. Full back up of data is= on weekly basis. Backed up files are preserved for 4 weeks.
The information centre and the helpdesk operate during the working days.= They provide general information concerning the industrial property rights= .
Trademark information services for the public are provided within the in= formation centre, in the public reading room, common questions can be addre= ssed to the helpdesk (helpdesk@upv.cz) and search requests to the sear= ch section. The Office received a total of 104 trademark search requests in= 2017.(Since 2014 there has been a change in the methodology of statistical= records of searches). A total of 2315 searches (for patents, designs, trad= emarks) was provided for the State administrative bodies.
The Office provides full range of brochures and leaflets free of charge.= They can be downloaded in PDF format from the Office=C2=B4s web site, take= n in the office headquarters or sent upon request. The Office publishes its= own books and the Industrial Property Journal (6 issues per year) reflecti= ng the current issues of IP rights.

Cooperation with Metropolitan University Prague on training in a bachelo= r=C2=B4s programme in =E2=80=9EIndustrial Property=E2=80=9C and a master=C2= =B4s programme in =E2=80=9EInternational and Regional Relations in Industri= al Property=E2=80=9C. Lectures were held at a number of innovation and tech= nology centres.
The seminar on =E2=80=9CAbsolute grounds for rejecting registration and = related judicature at the European Cour of Justice=E2=80=9D was organised i= n copperation with EUIPO.
The IPO CZ also cooperates with other universities. There are seminars a= nd educational activities (various topics) for students and academic staff = organised in Office=E2=80=99s premises or in university headquarters. Unive= rsity students are also regularly invited for excursions and guided tours i= n the Office=E2=80=99s premises.

The IPO CZ regularly organizes wide range of training courses and semina= rs - such as Trademarks - National and International Legal Protection= , Searches in the National and Foreign Trademark Databases, IP Protection a= nd National (CZ) and International Systems of IP Protection, Intellectual P= roperty Protection in Business (SMEs), Technology Transfer, Enforcement of = Intellectual Rights, IP Jurisdiction (administrative and judicial issues),.= All the educational activities are organized for public, mainly for studen= ts, academic staff of universities, representatives of SMEs or research ins= titutions and IP professionals.
Every year, a two-year distance learning study of industrial property ri= ghts begins within the Industrial Property Training Institute =E2=80=93 Off= ice=E2=80=99s own educational facility.
The Office cooperates with EUIPO Academy on providing training and educa= tion.
Other activities
The IPO CZ continued its activities for children and youth (elementary s= chool pupils and secondary school students). The Office offers to them shor= t training sessions on industrial rights, guided field trips to the Office'= s headquarters and an example search in patent databases, as well as course= s for teachers interested in adding the topic of industrial rights to their= curricula. A special section for youth which is maintained on the IPO CZ w= ebsite was launched with a new design. The leaflet and comics books on the = topics of patents, trademarks and copyright can be downloaded in this secti= on. All the materials mentioned are also available for children and youth d= uring their excursions to the IPO or during the fairs and exhibitions. The = new e-learning course on industrial property for elementary and secondary s= chool students was launched. The course acquaints young people with the pri= nciples or individual institutes of industrial property rights protection i= n an entertaining way. The IPO also kept on cooperating with the RVP.CZ Met= hodological Portal, operated by the National Institute for Education to sup= port of teachers.
The IPO CZ worked with other partners on projects which popularise techn= ical fields and motivates students of elementary schools toward technical e= ducation. It carried out searches on students=E2=80=99 ideas and issued the= m search reports.
The IPO CZ presented itself at several events for students at elementary= schools:
=E2=80=9EScience Week at Jaderka", held by the Department of Physics of = the Faculty of Nuclear Sciences and Physical Engineering at the Czech Techn= ical University in May. The event was attended by secondary school students= from across the Czech Republic. In the program, Office representatives per= formed the presentation =E2=80=9EIdeas in the Net - Get Inspired,=E2=80=9D = and introduced students to the system of industrial property rights, and na= tional and international patent and utility model databases.
At the Science Fair organized by Czech Academy of Sciences in June 2017,= the Office offered information on the industrial rights protection system = and educational materials especially to the children and young people for w= hom the fair was designed. The fair was attended by 17,000 visitors.
The IPO CZ took part in the =E2=80=9EScience Festival=E2=80=9D held in P= rague in September, where universities, scientific institutions and industr= ial companies were exhibiting. At the stand were offered informational mate= rials, quizzes and memory games, examples of database searches were also pr= esented. Panels with examples of inventions in various fields were prepared= . The event was attended by 15,000 visitors.
The IPO CZ and the Astronomical Institute of the Czech Academy of Scienc= es have jointly prepared an educational program called =E2=80=9CFrom Patent= s to the Stars=E2=80=9D for for elementary-school pupils and secondary-scho= ol students aimed at inventions used within space travels. During the progr= am, students were introduced to intellectual property, industrial property = rights and types of industrial property rights protection. More than 200 pu= pils attended the event.
A presentation of the Amazing Physics Theatre group - (UDiF) was held in= October 2017 together with a discussion on intellectual property. More tha= n 300 pupils and students of secondary schools attended the program. <= /p>

Participation in international or regional activities and projec= ts related to trademark information
The Office continued its cooperation with the European Union Intellectua= l Property Office (EUIPO) and took part in a number of multilateral project= s. The IPO CZ has been included in a group of so called harmonized particip= ants in the TMclass =E2=80=93 Harmonized Database of Products and Services = project, The complete TMclass database for classifying products and service= s has been made accessible to users in the Czech language. The IPO CZ was a= lso participating in the TMview project, which has as its goal to provide u= sers free-of-charge access to information on trademarks valid in the Europe= an Union and other participating countries through a unified search interfa= ce.

Other activities
The Industrial Property Office continued to fulfil respon= sibilities resulting from the Czech Republic's membership in the European U= nion especially related to the area of industrial property protection. It p= articipated in the meetings of the EU Council Working Group on Intellectual= Property.
IPO CZ actively participated in a number of multilateral = projects aimed at harmonizing the activities of national IPOs and the syste= m of EU trademarks. These projects are especially focused on quality of ser= vices, provision of information to users and raising awareness of the impor= tance of legal protection of trademarks. Activities within the framework of= the Cooperation Fund also continued. The IPO CZ actively participated in p= rojects aimed at harmonizing the practice of national offices, the quality = of services, the provision of information to users and on search tools and = databases (eSearch Plus, TMview, TMclass).
In 2017, the IPO CZ and other Intellectual Property Offices of the Membe= r States of the EU, the EUIPO and the European Commission were working toge= ther to develop a common initiative on the representation of new types of t= rade marks, which would be registrable due to elimination of the graphical = representation requirement from the definition of trade mark. In December 2= 017, the Common Communication on the representation of new types of trade m= arks was published. In the Czech Republic, it should start to be applied wh= en the respective amendment of the Act on Trademarks comes into effect.
