Year 2007 witnessed changes in the technological process of incoming appli=
cation flow registration; in particular, a system of electronic registratio=
n of incoming application flow was integrated with a central electronic doc=
ument archive. The electronic register underwent updating of the subsystem =
of immediate statistics and reporting on incoming application flow.

ces is also published. In 2007 it was delivered to 24 organizations of Ukra=
ine.
The cumulative optical DVD =E2=80=9CMarks for Goods and Services Registere=
d in Ukraine=E2=80=9D is also issued by the State Enterprise =E2=80=9CUkrai=
nian Industrial Property Institute=E2=80=9D (Institute). It contains inform=
ation on all the registrations of marks for goods and services recorded in =
Ukraine beginning from January 1993 and up till the completion of the curre=
nt registration.

Information concerning marks for goods and services is published in the fo=
llowing scope: bibliographical data, images of marks, indexes and notificat=
ions. Notifications contain information about the legal status of a mark, t=
ransfer of rights and license contract, change of name, title and/or addres=
s.
In 2007 the methodological manual =E2=80=9CDrafting and Filing Application=
s for a Certificate of Ukraine for a Mark for Goods and Services=E2=80=9D w=
as corrected, updated in view of the changes that took place in the industr=
ial property regulatory and legal framework, and re-published. This publica=
tion first saw the light in 2006.
The mass storage media for information about marks for goods and service= s in the Institute are servers of electronic databases. To ensure safe stor= age of backup copies, a scaled highly productive data storage system NAS (N= etwork Attached System) was created. Information is stored on disc RAID arr= ays (Storage). Backup copies of data on DVDs and magnetic tapes are produce= d for long-term storage.
The whole set of procedures connected with text processing and automatio= n of processing applications for marks for goods and services was carried o= ut by the tools of the automated system (AS) =E2=80=9CMarks for Goods and S= ervices=E2=80=9D.
The data arrays for publication are formed by a specialized workstation = at the editorial division of the Institute. The prepared layout of the publ= ication is forwarded to the printing office for replication.

In 2007 the Ukrainian language version of the Nice Classification (9th e=
dition) was used for classifying marks for goods and services. The Ukrainia=
n language version of the Vienna Classification (5th edition) was used for =
classifying figurative elements of marks.
In the AS =E2=80=9CMarks for Goods and Services=E2=80=9D a software system=
for checking the classification symbols is in operation. The system includ=
es reference lists of the classification scheme and a specialized software =
for checking the classification symbols.
Processing of the bibliographical data during input into the database is= made by the software tools. The structure of the database allows storage o= f all bibliographical data and provides wide opportunities for searching.= p>
The search file for marks for goods and services comprises the database = of the AS =E2=80=9CMarks for Goods and Services=E2=80=9D and the database o= f the international registrations data ROMARIN on CD-ROM.
The in-house computerized search systems for marks comprise the search s=
ystems of the AS =E2=80=9CMarks for Goods and Services=E2=80=9D, =E2=80=9CI=
nput Applications Register=E2=80=9D, the centralized database =E2=80=9CInte=
rnational Marks Received from the International Bureau of WIPO=E2=80=9D, th=
e AS =E2=80=9CIndicators=E2=80=9D.
In 2007 a project of modernisation of the automated system (AS) =E2=80=9CM=
arks for Goods and Services=E2=80=9D was initiated. Its ultimate goal is: <=

1) to create a single integrated reference and search system to provide a =
unified access to the heterogeneous information sources used in the process=
of examination of applications for marks for goods and services;
2) to create a system of search and recognition of images of marks for goo=
ds and services.

The AS =E2=80=9CMarks for Goods and Services=E2=80=9D functions in the e=
nvironment of the local computer network operated by OS Windows 2003 server=
.
The AS software is designed according to the Client-Server technology and =
placed on Compaq ProLiant ML570 server (4x900Mhz, Xeon, 8Gb RAM). DBMS =E2=
=80=93 MS SQL Server Standard Edition 2005.
At the Public Patent Documentation Collection (PPDC) the users had acces=
s to information on marks published in the Official Bulletin =E2=80=9CPromy=
slova Vlasnist=E2=80=9D (Book 2) and the Official Bulletins of 43 foreign c=
ountries and WIPO.
The information services from the interactive database =E2=80=9CMarks for =
Goods and Services=E2=80=9D are made available for the general public via t=
he Internet on the contractual basis. The operative search of information i=
n this database is supported by the search engine conducting the following =
kinds of search on request of the user: subject (thematic) search, name sea=
rch, number search, keyword search.
The services of the Internet-based databases =E2=80=9CInformation about We=
ll-Known Marks in Ukraine=E2=80=9D and =E2=80=9CInformation on the Internat=
ional Registration of Marks Legally Protected in Ukraine=E2=80=9D are free =
of charge.

In 2007, in the framework of international exchange, the trademark bulle= tins from 29 Offices and the TRACES CD-ROM containing information on the ma= rks registered in the countries of the Central and Eastern Europe were rece= ived. Our exchange partners were supplied with the Official Bulletin =E2=80= =9CPromyslova Vlasnist=E2=80=9D on CD-ROM.
In the year under review the educational institutions in Ukraine continu=
ed training, upgrading and improvement of qualification of specialists in t=
he sphere of intellectual property. An indicative event of 2007 was the con=
version of the closed joint-stock company =E2=80=9CInstitute of Intellectua=
l Property and Law=E2=80=9D into the State Institute of Intellectual Proper=
ty (SIIP). The SIIP structure provides for training and improvement of qual=
ification of specialists in three specialties of the specific categories: i=
ntellectual property, consolidated information, innovative activities manag=
ement.
By the decision of the State Accreditation Commission of 27 November 2007 =
SIIP was accredited the IV (highest) accreditation level. Licenses for mast=
er training and improvement of qualification of specialists in =E2=80=9CInt=
ellectual Property=E2=80=9D specialty were obtained. In 2007, 67 specialist=
s and 46 masters in =E2=80=9CIntellectual Property=E2=80=9D specialty were =
trained.
In 2007, the SIIP conducted the courses of basic training for intellectual=
property rights evaluators (6 persons were granted certificates), courses =
of improvement of qualification for managers according to the programme =E2=
=80=9CPractical Aspects of Intellectual Property Management at Enterprises=
=E2=80=9D. During 2007, the State Department jointly with the SIIP organize=
d courses of improvement of qualification in the intellectual property fiel=
d for 11 members of scientific and pedagogical staff of the higher educatio=
n institutions. Together with the Ukrainian Scientific and Technical Centre=
and the =E2=80=9CKharkiv Technologies=E2=80=9D Centre, a training course =
=E2=80=9CTechnological Management: Commercialization of the Results of Scie=
ntific Activities in Scientific and Research Institutes=E2=80=9D for scient=
ists of the National Academy of Sciences of Ukraine (30 persons) was held o=
n the basis of the Institute. A similar training was provided to the scient=
ists of the National Academy of Georgia and the National Academy of Science=
s of Azerbaijan. As much as 421 persons took part in conferences, courses, =
seminars and trainings organized and held by the Institute in 2007.
To satisfy its own needs as well as requests of other higher educational i=
nstitutions of Ukraine which train specialists and masters in specialty =E2=
=80=9CIntellectual Property=E2=80=9D, the SIIP published nearly 7000 copies=
of textbooks (14 titles). In 2007 the concept of the study subject =E2=80=
=9CIntellectual Property Basics=E2=80=9D for pupils of the 10th grade of di=
fferent types of comprehensive educational institutions and students of hig=
her educational institutions of the 1st and the 2nd levels of accreditation=
was developed. The concept was approved by the Ministry of Education and S=
cience of Ukraine and sanctioned for publishing as a textbook.
The government order for training specialists in specialty =E2=80=9CIntell=
ectual Property=E2=80=9D of specialist=E2=80=99s and master=E2=80=99s degre=
e in 2007 amounted to 72 specialists and 100 masters. The order was issued =
to 9 higher educational institutions of Ukraine.
In 2007 the State Department held over 25 seminars and conferences on the =
current problems related to the acquisition, exploitation and enforcement o=
f IP rights, including the XI International Scientific and Practical Confer=
ence =E2=80=9CCurrent Problems of Intellectual Property=E2=80=9D (with part=
icipants from Ukraine, the Republic of Belarus, Lithuania, the Republic of =
Moldova, Germany, the Republic of Poland, the Russian Federation, Romania, =
Hungary, the USA, as well as the international organizations =E2=80=93 WIPO=
, the EPO, the Office for Harmonization in the Internal Market (OHIM), the =
Central and Eastern European Copyright Alliance (CEECA, Budapest) - over 25=
0 persons all in all; =E2=80=9CIntellectual Property as an Economic Develop=
ment Tool=E2=80=9D; =E2=80=9CThe VII All-Ukrainian Scientific and Practical=
Conference =E2=80=9CIssues of Training Intellectual Property Specialists i=
n Ukraine=E2=80=9D; All-Ukrainian conference dedicated to the Inventor=E2=
=80=99s Day =E2=80=9CPlace of Inventor and Innovator in the Ukrainian Socie=
ty=E2=80=9C; training seminars =E2=80=9CCommercialization of Intellectual P=
roperty Rights=E2=80=9D, =E2=80=9CPeculiarities of Intellectual Property Ri=
ghts Examination=E2=80=9D and =E2=80=9COrganization of Activity of Intellec=
tual Property Divisions in Higher Education Institutions=E2=80=9D (for scie=
ntific as well as scientific and pedagogical staff of the higher education =
institutions of the III =E2=80=93 IV levels of accreditation) and others. D=
uring the year the State Department also organized regional conferences and=
seminars on intellectual property matters for educational institutions, st=
udents, managers of enterprises, institutions and organizations, representa=
tives of regional and district state administrations, enterprises, scientif=
ic institutions and organizations.
The State Department gives special attention to encouraging creativity. In=
particular, to ensure a thorough support for the gifted youth, the State D=
epartment yearly takes part in and provides sponsorship for holding a Week =
of all-Ukrainian and international scientific and educational projects =E2=
=80=9CUkraine-Europe-World=E2=80=9D. Within the framework of the above-ment=
ioned week the all-Ukrainian young innovators and inventors contest =E2=80=
=9CNature-Person-Industry-Ecology=E2=80=9D and all-Ukrainian championship i=
n information technologies =E2=80=9CEcosoft -2007=E2=80=9D took place from =
February 28 to March 4, 2007.
In April 2007 the exhibition centre =E2=80=9CKyivExpoPlaza=E2=80=9D hosted=
the III International exhibition =E2=80=9CInventions and Innovations=E2=80=
=9D, organized within the framework of the Week of industrial technologies.=
The presentation of the innovative developments of the exhibition particip=
ants and the =E2=80=9CInvention-2006=E2=80=9D contest winners was highly su=
ccessful. During the exhibition hours a ceremony of awarding the winners of=
the yearly all-Ukrainian contests of inventive activity =E2=80=9CInvention=
-2006=E2=80=9D and the competition for the WIPO awards for innovative compa=
nies with participants coming from all Ukrainian regions was held. The WIPO=
awards presentation took place in September during the Inventor and Innova=
tor Day celebration.
It is notable that in 2007 the State Department carried out a significant =
work on training and improvement of qualification of intellectual property =
specialists, creativity encouragement etc. Detailed information on this asp=

During 2007 the publication of the monthly scientific and practical journa=
l =E2=80=9CIntelectualna Vlasnist=E2=80=99=E2=80=9D (=E2=80=9CIntellectual =
Property=E2=80=9D) continued. The journal deals with the theoretical and pr=
actical problems of the legal protection of intellectual property rights, i=
ndustrial designs in particular. Current information on the news in the sph=
ere of intellectual property, the contents of the coming issue of the journ=
