II. Matters concerning the generation, reproduction, distribution and use of primary and secondary sources of patent information

Kyrgyzpatent publishes the Official Bulletin “Intellectualdyk Menchik” (Intellectual Property) witch contains official information on inventions, utility models, industrial designs, trade marks, service marks, firm names, selective achievements, computer programs and databases, registered in the State Register as well as information on their legal status. The Official Bulletin is issued in Kyrgyz and Russian. Since 2001 Kyrgyzpatent has published 12 issues annually. In 2002, the Official Bulletin comprised bibliographical data and claims of 67 inventions and 6 utility models.
Bibliographical data, claims and complete descriptions of inventions and utility models on WIPO standard are preserved in machine-readable form and in paper copies.
The systematic, numerical and nominal index to inventions and service marks, published in 2001 was issued in 2002.
The Official Bulletin and complete descriptions of inventions and utility models are transmitted to the State Patent and Technical Library (SPTL).

III. Matters concerning abstracting, classifying, reclassifying and indexing of technical information contained in patent documents

Summaries of inventions and utility models are published in Russian in paper form. Kyrgyzpatent uses only IPC, other classification is not used.

IV. Search file establishment and upkeep

The information search in the database of Kyrgyzpatent is implemented automatically on all bibliographic data.
The information from the European Patent Organization, Eurasian Patent Organization, WIPO, Rospatent and others offices is assessable for search purposes. The examination on the essence and the search are ordered in Rospatent as well as the system ROMARIN from Internet is used.

V. Activities in the field of computerized and other mechanized search systems

The activity on development of the local network of Kyrgyzpatent continued in 2002. There is now a possibility to search in Internet. The automatic system ROMARIN is used for search purposes. The complete information about Kyrgyzpatent activity, normative legal base of the Kyrgyz Republic in the field of intellectual property is available on the Kyrgyzpatent web site as well as web pages of structural departments – State fund and State center of innovative technologies.
Equipment and software used by Kyrgyzpatent: personal computers Pentium and 486 Class, Windows 95, Windows 98, windows 2000, Fox-Pro for Windows, Windows NT, Visual Fox-Pro, Internet Explorer 4, Internet Explorer 5.

VI. Administration of the industrial property office library and services available to the public (relating to facilities, e.g., for lodging applications, for assisting clients on searching procedures, for obtaining official publications and registry extracts)

The activity on completing of the State Patent and Technical Library patent fund continued. This fund consists of patent information of national and regional patent offices of foreign countries and includes official bulletins in paper and electronic format on CD ROM. The search in Internet is possible too.

VII. Matters concerning mutual exchange of patent documentation and information

International and regional cooperation in the exchange of patent information was continued in 2002. In present time Kyrgyzpatent carries out mutual exchange of information with national and regional patent offices from 40 countries on the base of agreements.

VIII. Other relevant matters concerning education and training in, and promotion of, the use of patent information, including technical assistance to developing countries

Specialists of Kyrgyzpatent take part in international seminars and training courses on intellectual property issues.
Interuniversity department “Intellectual Property” implements the teaching of university students and researchers in the field of intellectual property.

1.Classification is allotting one or more classification symbols (e.g., IPC symbols) to a patent application, either before or during search and examination, which symbols are then published with the patent application.

 

2.Preclassification is allotting an initial broad classification symbol (e.g., IPC class or subclass, or administrative unit) to a patent application, using human or automated means for internal administrative purposes (e.g., routing an application to the appropriate examiner).  Usually preclassification is applied by the administration of an office.

 

3.Reclassification is the reconsideration and usually the replacement of one or more previously allotted classification symbols to a patent document, following a revision and the entry into force of a new version of the Classification system (e.g., the IPC).  The new symbols are available on patent databases.
