Annual Technical Report 2005 on Patent Information Activities submitted by Uzbekistan (SCIT/ATR/PI/2005/UZ)

The term "patent" covers utility models and Supplementary Protection Certificates (SPCs). Offices which issue design patents should report their design patent information activities in their Annual Technical Reports on Industrial Design Information Activities.

 

I. Evolution of patent activities

 

Changes experienced in terms of application filings and grants with respect to the previous year

In 2005 the procedure of filing and consideration of the applications on granting of the patents on the inventions and utility models didn’t changed.

Trends or areas experiencing rapid changes with respect to the previous year

Inventions
In 2005 there were 444 applications for granting of the patents on the inventions filed in SPO, filed from the national applicants that make 59 % from total number of the applications on the inventions, filed from foreign applicants – 40,5%; from which 94,4% applications were filed under the PCT procedure.
The greatest quantity of the applications on the inventions, from national applicants was filed on section A «Satisfaction of vital needs of the man» of the International Patent Classification (IPC), from foreign applicants was filed on section C «Chemistry and metallurgy» of the International Patent Classification (IPC. The least popular section for the national and foreign applicants is the section H "Electricity"; the quantity of the applications filed in 2005 on the given section, has made about 2,5 % from general number of the filed applications.

Utility models

In accounting year there were 50 applications for granting of the patents on utility models filed in SPO. All applications receipt from the national applicants. The greatest quantity of the applications on utility models (21) is filed on section A «Satisfaction of vital needs of the man» of the International Patent Classification (IPC). The least popular sections are the section E “Construction, mining” (1) and H "Electricity" (1).

II. Matters concerning the generation, reproduction, distribution and use of primary and secondary sources of patent information

Publishing, printing, copying (main types of publications of the office in the field of patent information, etc.)

In 2005 the official publications of the SPO included the following editions:
· The official bulletin «Rasmiy ahborotnoma» - 6 issues (on CD-ROM);
· The descriptions of the inventions to the patents - 393 descriptions (on a paper);
· The descriptions of utility models to the patents - 26 descriptions (on a paper);
· The collection of the annual indexes to the official bulletin «Rasmiy ahborotnoma» (sections of the indexes under the inventions and utility models) - 1 volume (on a paper).

The information on the registered inventions and utility models are published in sections "Invention" and "Utility models" of the official bulletin “Rasmiy ahborotnoma”, which since 2004 is let out on CD-ROM. The information on the inventions includes the bibliographic data and claims, on utility models - bibliographic data and abstract; all information is resulted in Russian and Uzbek languages. In accounting year in the bulletins the information on 425 inventions and about 38 utility models are published.

SPO participates also in release CISPATENT - joint regional patent-information product on CD-ROM, being the collection of the official publications of patent offices of the CIS and Eurasian Patent Office (EAPO). In 2005 six releases with the information on the patents of the Republic of Uzbekistan for the inventions and utility models including 426 abstracts in three languages (English, Russian, Uzbek) and to them the complete descriptions of the inventions and utility models in Russian language are prepared the processed files of the documents are sent in FIPS ROSPATENT.

Main types of announcements of the Office in the field of patent information

The most important announcements, concerning patent-information activity of the SPO are placed in section «Official messages» of the bulletin «Rasmiy Ahborotnoma» and on web site of the Office (www.patent.uz).

Mass storage media used (paper, microforms, optical storage, etc.)

SPO has a complete collection of the patent documents of Uzbekistan on a paper.
Besides all patent documents are stored in bibliographic databases and in electronic storehouses.

Word processing and office automation

During processing the applications all documents concerning the inventions and utility models, are scanned and are kept in a facsimile kind in a format TIFF. The descriptions and abstracts are distinguished by system OCR and the drawings - in a format TIFF are kept in a format MS-Word.

(New) techniques used for the generation of patent information (printing, recording, photocomposing, etc.)

The assembly of the chapter of the official bulletin under the inventions and utility models is realized in the automated mode on a workplace of the employee of a department of the publications. On the specialized inquiry are selected and are sorted bibliographic data given from a database (SUBD MS SQL Server 2000) and texts of the documents (abstracts) from electronic storehouse. The subsequent operations (imposition, duplicating) are made with the help of the program Word and Adobe Acrobat.

III. Matters concerning abstracting, classifying, reclassifying and indexing of technical information contained in patent documents

Abstracting, reviewing, translating

Published patent documents on the inventions and utility models are included the abstracts in Russian and Uzbek languages; the abstracts also in two languages are published in the official bulletin on utility models.

Classification and reclassification activities; Classification system used, e.g., International Patent Classification (IPC), other classification (please indicate whether or not patent documents are classified by your Office and, if so, which classification is used)

The applications for the inventions and utility models are classified according to the International Patent Classification of the appropriate edition, since January 1, 2000 7-th edition of IPC is used.

Coordinate indexing (domestic deep indexing systems, keyword indexing)

Bibliographic data and full-text processing for search purposes

The bibliographic data are kept as the dynamic XML-documents in an internal database. The primary filling of base (input, recognition, editing) is made by special group of input. The bibliographic data are supported and are updated during life of the application by all departments involved in process. The changes in base will be authorized. The interfaces of access to base are constructed on the basis of Intranet-technologies.

IV. Search file establishment and upkeep

File building

The search file on a paper and optical disks is formed on the basis of a collection of State Fund of the Patent Documentation, which structure includes the current and retrospective files of the national patent documentation, foreign patent documentation which is included in the list of the countries - of PCT minimum. Besides there is patent-associated literature including the scientific, technical literature as the books and the periodic editions, help literature, and also bibliographic search disks JOPAL.

The fund of the national patent documents on a paper is submitted: by the descriptions of the inventions to the patents and preliminary patents and descriptions of useful models to the certificates and patents since 1993 systematized on classification indexes of IPC and under numbers of the security documents. The bibliographic databases and electronic file (textual) storehouses for internal use are conducted.
The collection of the patent documents on CD/DVD-ROM is systematized on the countries and years.

Updating

The search files on a paper and part on CD/DVD-ROM are updated monthly, some CD/DVD-ROM are updated annually.
The bibliographic data and files of the documents in electronic storehouse can replenish and - or be corrected in process of the reference.

Storage, including mass storage media

The conditions of storage of fund depend mostly on kinds of carriers of the information: the patent documents on a paper are stored in folders on metal racks, on CD-ROM and DVD-ROM in stores in wall cases.
The bases bibliographic, record keeping data and file storehouse are keeping on special file-servers, copied ona additional specialized servers.

Documentation from other offices maintained and/or considered part of the available search file

The documentation from other offices is supported and/or is considered as a part of a patent file of search
In 2005 the State Fund of the Patent Documentation has replenished with the patent-information editions of 24 countries of the world, WIPO, EPO and EAPO. Among new entrance patent documents should note full description of Canada and Slovenia on CD disks.

V. Activities in the field of computerized and other mechanized search systems

In-house systems (online/offline)

Is developed and the base of the bibliographic data under the inventions and utility models is used and also operates system electronic documents circulation of CCATPA («Cross computer-aided technology of processing application»), which in 2005 year:
- organization on full-text search in files by journal CCATPA, which contained all objects of intellectual property carried out;
- work on modernization route chart of expert division’s on paper work under the inventions and utility models carried out.;
- projects on technological instruction for using CCATPA worked out.

External databases

The access through the Internet to the experts to patent DB and not patent DB in on-lain. The opportunities for realization of search in patent DB European Patent Office, FIPS PORPATENT, USA and WIPO have extended. Between DB including non-patent DB literature is free access and a most number of appeals was to the follow: Science Direct, Scirus, PubMed, Google, Rambler, Yahoo, Яndex.

Administrative management systems (e.g., register, legal status, statistics, administrative support, etc.)

Is entered into action and the automated system of general and patent office-work ensuring creation and conducting of archive of the electronic documents, exchange of the documents and messages, direction of the tasks on execution and control of execution of the assignments, routing of passage of the applications etc. is maintained.

Local Network

In the main building of SPO the local network with total of ports 288 is constructed. All ports switched also guarantee throughput 10/100/1000 Mbps. In a building of Patent library there is a local network on 24 ports with throughput 10/100 Mbps. Local cable systems correspond to requirements to networks of 5 categories (standard ANSI EIA/TIA-568) and are constructed on the equipment of firm Mod-Tap.

Internet service.

SPO is connected to the Internet on the allocated ADSL channel. Speed of connection is 256 Kbps. The software is applied to protection of resources of a LAN of office

VI. Administration of the industrial property office library and services available to the public (relating to facilities, e.g., for lodging applications, for assisting clients on searching procedures, for obtaining official publications and registry extracts)

Planning, administration, automation, security, buildings

The State Fund of the Patent Documentation practically is a unique complete collection of the patent documentation in territory of Uzbekistan and carries out patent-information service both expert structure of the SPO, and wide circle of a public, i.e. carries out functions of public library.
The general area of fund, including office accommodations, reading halls both storehouses of patent and other information makes 952,64 sq. m.

Collecting, acquisitions, preparation

The collection of The State Fund of the Patent Documentation presented by national and foreign literature, official and abstracts edition of patent offices, patent – legal, patent – associated, normative – methodical and reference literature and periodical editions. By the end of 2005 collection of the documents and literature totals more then 60 millions in various carriers.
The basic sources of formation of a collection are the official publications of SPO, patent documentation received on the international exchange with 25 foreign patent offices and 3 international organizations, and also by way of a subscription and purchase. All received documentation is registered, is classified and is grouped for the purposes of storage.
In 2005 observed the further growth of receipt of the patent documentation on CD/DVD - ROM disks, more then 4 million patent documentations were received. At the same time practically stopped receives documentation on paper, except for periodical editions, normative – methodical literature and patent bulletins from some states.
Now collection of the documents and literature on CD/DVD - ROM totals more than 12.5 thousand disks, which contents complete description of inventions to applications, patents, utility models, official and abstract editions of patent offices.

Collection management, preservation

The collection of fund is placed on geographical – systematic - numerical principle. The conditions of a storage of a collection are defined by kinds of carriers of the information: the patent documents on a paper are stored in folders on metal racks, on microfilms - in metal cases, and on CD/DVD-ROM disks - in stores in wall cases.

Interlibrary lending, resource sharing, networks of patent libraries in the country

The State Fund in 2005 cooperated on an interlibrary exchange with National Library by A. Navoi, Fundamental library of an Academy of Sciences of the Republic of Uzbekistan, State Scientific Medical Library; about 250 applications were executed and is given on an interlibrary exchange about 1000 documents, books and brochures.
In 2005 the information support to the Tashkent State Technical University as a set of the patent documentation on microforms (international and European applications) and complete sets of abstracts collections “Inventions of the Countries of World” and to the Fergana branch of a Republican centre of science of emergency medicine as a complete set documentation in the part of normative-legal acts and scientific – reference literature under medicine.

Information services available to the public (including computerized services and search files contained in libraries remote from your Office and patent information posted by your Office on the World Wide Web)

The State Fund realized library – information and reference – bibliographic service for specialists of all areas of science, production and business undertakings. The distribution of the patent documents is carried out directly in reading halls of fund, and also under the interlibrary subscription.
The attendance of State Fund of the Patent Documentation and service is free of charge for all categories of users.
Expending of using modern informational technologies under forming of State Fund, was a reason for establish in 2005 electronic fund, where present patent documentation and information from 18 foreign Patent Offices and 3 international organizations.
The attendance of State Fund of the Patent Documentation in 2005 has made 3772 visitors; was given of 520 thousand patent documents, from which more than 200 thousand on CD/DVD - ROMs. 3860 advices on various questions are rendered, executed more than 4 thousand copies of the descriptions of the inventions.
The information services, which are carried out by the orders of the consumers, include the automated patent search on CD/DVD - ROM, and also patent search with use of the removed databases. Besides the advices of the users are rendered service in a traditional mode - thematic selection, selective distribution of the patent information on inquiries, copying, selection and distribution of the documents on inquiries of the readers, classification on IPC, NCI. In 2005 executed 122 orders on patent – information service.

VII. Matters concerning mutual exchange of patent documentation and information

International or regional cooperation in the exchange of machine-readable information, e.g., bibliographic data, abstract and/or full text information

The State Fund of the Patent Documentation carries out the international exchange of patent documentation with patent offices of 24countries, and also with international organizations WIPO, EPO and regional organization EAPO. The exchange of patent documentation with Turkmenistan was stopped.

Medium used for exchange of priority documents

In 2005 continued the exchange of patent documents on different carries and The State Patent Office of the Republic of Uzbekistan has received official bulletin from 13 countries on paper, from 10 countries and WIPO on optical disks. Patent Documents on CD-ROM and DVD-ROM disks were received from 21 countries, WIPO and EPO. The official bulletin of the SPO
«Rasmiy Ahborotnoma»with the information on the registered inventions and utility models by way of a bilateral exchange is dispatched in patent offices of 24 countries, WIPO, EPO and EAPO.

Medium allowed for filing applications

In 2005 continued works of receiving application on machine - reading carrier (as the third copy) was received 209 application, got supplementary materials with electronic data carrier as the third copy to 180 applications. Conditions of present of application information in electron form on machine - reading carrier defined by the requests approved by the State Patent Office of Uzbekistan.

VIII. Other relevant matters concerning education and training in, and promotion of, the use of patent information, including technical assistance to developing countries

Training courses for national and foreign participants, use of audiovisual means

The experts of SPO read lectures on patenting in higher educational institutions of republic; in 2005 the lecture and practical employment have visited more than 300 students.

Promotional activities (seminars, exhibitions, visits, advertising, etc.)

One of the most important measures that have been carried out in 2005, the international workshop «Intellectual Property Rights and the Protection of Traditional Knowledge». The seminar was organized by WIPO, United Nations University Institute of Advanced Studies (UNU-IAS) in cooperation with the State Patent Office of Uzbekistan, discussions based on the matters of protection of traditional knowledge, and bioresources, their cooperation with system of intellectual property protection. Representatives from WIPO, and Patent Offices of Kazakhstan, Kirghizstan, Mongolian Republic, Portugal, Russian Federation, Tajikistan, Turkmenistan and Uzbekistan have taken part in workshop work.

Assistance furnished by offices to facilitate the changing over of receiving offices to electronic data carriers for the exchange of patent documents (see also sub-item 4 of item VI, above)

In cooperation with EPO carried out the national seminar on issues of protection of intellectual property objects rights owners. Foreign participants: representatives from EPO, England and Germany Patent Court, national participants: representatives of courts, Ministry of Justice, State Custom Committee, The Uzbek Republican Agency for Copyright, lawyers, businessmen, and experts.
Constant propagation invention activity carried out Republic competition for the best object of intellectual property, which was devoted to the International day of the intellectual property. The Republic competition carried out on invention, selection achievements and program product, the winners rewarded with certificates, money awards. The competition carried out under financial support of sponsors.
For popularisation of patent – legal, methodical and reference literature every quarter carried out exhibitions on new editions, about 15 subject exhibitions were holding concerning passing seminars.

In 2005 employees of SPO organized series of review and information materials for publication in special rubric “Managing of intellectual property” in “Chemical technology. Quality and managing” magazine, one of the founders is SPO.
In 2005 together with the Republican centre of technical creativity of pupils, carried out the republican competition of scientific and technical creativity of learning average educational schools.

IX. Other relevant matters

 


1.Classification is allotting one or more classification symbols (e.g., IPC symbols) to a patent application, either before or during search and examination, which symbols are then published with the patent application.

 

2.Preclassification is allotting an initial broad classification symbol (e.g., IPC class or subclass, or administrative unit) to a patent application, using human or automated means for internal administrative purposes (e.g., routing an application to the appropriate examiner).  Usually preclassification is applied by the administration of an office.

 

3.Reclassification is the reconsideration and usually the replacement of one or more previously allotted classification symbols to a patent document, following a revision and the entry into force of a new version of the Classification system (e.g., the IPC).  The new symbols are available on patent databases.
