I. Evolution of registration activities

Changes experienced in terms of application filings and registrations with respect to the previous year

1. Decrease of 21% in the number of trademark applications. In 2008 applications 10, 606 were filed. The figure for 2009 was 8356 applications.
2. Decrease of 12% in the number of trademark registrations. In 2008 9389 marks were registered. In 2009 8238 marks were registered.
3. Decrease of 24 % in the number of applications applied by foreigners. In 2008 71% of the applications were filed by foreign applicants. The figure for 2009 was 67%.

II. Matters concerning the generation, reproduction, and distribution of secondary sources of trademark information, i.e., trademark gazettes

Publishing, printing, copying techniques

We publish our gazette on the web site. Reproduction of trademarks extract is also available through the web site. We provide for official extracts by post.
Trademark journal is published every month only online, on our web site. The journal is prepared by the trademark department, by its computerized system. The journal includes information about trademark applications accepted for registration, as well as changes in registered trademark details.

Main types of announcements of the Office in the field of trademark information

Circulars and announcements of the Registrar are published on line and also distributed to distribution lists of interested parties.

HP Data Protector. Robots in a central site and tapes in our offices.

Word processing and office automation

We have an operational system .Net based. Which handles all the procedure of Trademark files.
We use Document system as document repository.
We use MS Office 2003 for documents.

We use Microsoft Reporting Service System.

III. Matters concerning classifying, reclassifying and indexing of trademark information

Classification and reclassification activities; Classification systems used, e.g., International Classification of Goods and Services for the Purposes of the Registration of Marks (Nice Classification), International Classification of the Figurative Elements of Marks (Vienna Classification), other classification (please indicate whether goods and services for the registration of marks and whether the figurative elements of marks are classified by your Office and, if so, which classification(s) is (are) used)

Israel is a member of the Nice classification of goods and services. We started to use the Vienna classification for figurative elements even though Israel is not a member. A program concerning Vienna classification skills upgrade training to the trademark examiners had been conducted by WIPO.

The examiners are using several CD's containing information on different subjects. The examiners are also connected to the Internet for searches of information.

Use of electronic classification systems to check the classification symbols furnished by an applicant and which are contained in the lists of goods and/or services

The office is consulting wipo's, U.S., and GB databaeses for that matter.

Bibliographic data and processing

We use the official classification database of WIPO, and also consult the US and GB database open on their web sites.

IV. Trademark manual search file establishment and upkeep

We keep no physical files. There is no manual search. everything is captured electronically.

V. Activities in the field of computerized trademark search systems

In-house systems (online/offline)

Windows based application using Oracle is used. NT net has a separate server.
The application is fully dealing with all the administrative management of the activities in the trademark department.

We use XRS software (search engine) for searching our Trademarks database.

External databases

We use searching engines on the Internet.

Administrative management systems (e.g., register, legal status, statistics and administrative support)

We have our own operational system that handles all the administrative support needs.
We have BI report system.

Equipment used (hardware, including the types of terminal and network used, and software), carriers used

Hardware: IBM servers.
Communication by fiber optics (1 Giga).
Database: SQL server 2005
Operating system: Windows 2003.

PC Pentium - 32 MB RAM, Windows 95, HP Laserjet 4000 printers, HP Color Laserjet 4500, HP Scanjet ADF- all connected by NT net.
Separate workstation with modem for direct connection to the Internet.

Planning, administration, automation, security

Electronic online filling is available on our web site. Fees can be paid electronically as well.
The filling is secured. The users must use smart card for identification. The application is electronically signed.

Collection management, preservation

The Trademarks database is open for searches on our website. Extracts can be produces. The gazette is also available on the Web site.

Information services available to the public (including computerized services and search files contained in libraries remote from your Office and trademark information posted by your Office on the World Wide Web)

We keep a library open for the public. Our searchable database is on the Web Site. The Trademarks Journal is published online.

Search services are given by the department due to a payment of fee. Free search is available for the public using either public computer station at the office or the database appearing on the Internet.

We received trainees from developing countries, sent to us yearly by Wipo.

The Trademark Ordinance had been amended. The content of the amendment relates mainly to International Registrations, in preparation to Israel's accession to the Madrid Protocol.
it also relates to multiple class applications (instead of mono class that is valid till 1/9/2010), and the change of the validity period to 10 years (instead of 14).

X. Other relevant matters

1. Electronic filling service is available. This service of filing applications using the Internet site of the department is used by applicants who deposited money in advance. E-filing is a very successful service, since almost 50% of the applications are filed in this way.

2. The accession of Israel to the Madrid Protocol will come into force on 1/9/2010. All communications between the IB and the Israeli office will be conduct fully electronically.
