I. GENERAL OVERVIEW OF RECENT DEVELOPMENTS IN PATENT INFORMATION ACTIVITIES CARRIED OUT BY THE OFFICE

According to the requirements of the 14th Five-Year National Plan for the Protection and Application of Intellectual Property, between 2021 and 2025 CNIPA carries out patent informatization construction that focus on 4 perpectives including improving and completing the infrastructure, strengthening data resource guarantee, optimizing system construction, improving the management of information-based services.

Since the beginning of 2023, CNIPA has officially launched the new-generation intelligent information system. The system uses cloud infrastructure and realize the integrated platform, providing unified account, unified entrance, unified platform and unified interface style. It makes patent business processing more intelligent, convenient and efficient, infrastructure support for application more reliable and flexible. The guarantee of data resource enabling application intelligentization development is fully strengthened. The application system construction is continuously being optimized, so as to provide higher quality support for patent search, examination and public services. In 2023 CNIPA had been keeping close eyes on applying new technologies such as AI, and carried out pre-research of applying large model technology in patent area.

II. SERVICES AND ACTIVITIES RELATED TO PATENT INFORMATION CARRIED OUT BY THE OFFICE

In January 2023, the Patent Business Processing System was officially launched. Applicants can submit electronic applications and obtain relevant help documents via it. Applicants can obtain paper application form templates from CNIPA official website.

The general public can use China and Global Patent Examination Information Inquiry service (https://cpquery.cponline.cnipa.gov.cn) at Patent Business Processing System to access to the patent application data including basic information, examination information, cost information, reexamination & invalidation information, register information, family patent. The website is available in 8 languages.

III. SOURCES OF PATENT INFORMATION PROVIDED BY THE OFFICE

The types of patent publication include: 1) Bibliographic items, abstracts and drawings attached to the abstract of the published invention patents, corrected bibliographic items, abstracts, drawings attached to the abstract and corresponding offprint (including corrections). 2) Transaction data.

Types of announcements include: 1) Bibliographic items, abstracts, drawings attached to the abstract of granted invention patents and granted utility model patents, the corrected bibliographic items, abstracts, drawings attached to the abstract and the corresponding offprint (including corrections). 2) Transaction data.

Release frequency: twice a week in CNIPA official website: "China Patent Announcement - Patent Bulletin inquiry" .

The legal status information available to the examiners comes from the data of China Patent Affairs Bulletin, which has been standardized and processed in xml format, covering the data of China Patent Affairs Bulletin since 1985. Examiners can search a specific case and inquire its legal status by application number or public number in the search system.

IV. ICT SUPPORT TO SERVICES AND ACTIVITIES RELATED TO PATENT INFORMATION CARRIED OUT BY THE OFFICE

Information on the following topics is desired:

Our system covers patent business types such as invention, utility model and PCT international, and runs through the whole process of application, acceptance, examination, reexamination and invalidation, etc. It uses modern information technology such as artificial intelligence, big data, cloud computing and microservices, and takes intelligent assisted examination and automatic search assistance as the core. It has realized core functions such as intelligent search, online translation, drawing recognition, application quality monitoring, and fine-grained examination cycle management, and has comprehensively improved the centralization, intelligence, and facilitation of transaction processing, patent examination, and public services.

 CNIPA has the patent search system for inventions and utility models specially for the internal use of examiners, including the search database for inventions and utility models. The database covers the invention patent and non-patent literature data of China since 1985 and the patent and non-patent literature data obtained from other countries, regions or organizations in xml or pdf format. Examiners can search by application number, applicant, publication number, invention name, classification number, semantic, etc. The search results can be viewed as plain text or full images.

As regards to the hardware supporting business procedures, we use cloud computing hardware architecture, which organically combines cloud computing, big data, artificial intelligence and other information technologies with examination business scenarios.

V. PROMOTION ACTIVITIES AIMED TO SUPPORT USERS IN ACCESS AND EFFICIENT USE OF PATENT INFORMATION

The applicants can access the information of others' applications through Patent Search and Analysis Service and the China and Global Patent Examination Information Inquiry Service in Patent Business Processing System.

CNIPA provides training for using the system of Patent Search and Analysis Service and the China and Global Patent Examination Information Inquiry Service.

VI. INTERNATIONAL COOPERATION ACTIVITIES IN THE FIELD OF PATENT INFORMATION

Information on the following topics is desired:

CNIPA carries out international cooperation of machine-readable patent information exchange with several national and regional IP offices, including WIPO. The exchanged data includes patent bibliographic data, abstract and full text, etc.

CNIPA carries out the machine-readable data and documents interaction of PCT business with WIPO in the way of machine-to-machine, and priority document interaction via WIPO DAS

patent search, analysis, and dossier inquiry, boosting the development of their IP capacity.

VII. OTHER RELATED MATTERS

1.Classification is allotting one or more classification symbols (e.g., IPC symbols) to a patent application, either before or during search and examination, which symbols are then published with the patent application.

2. Preclassification is allotting an initial broad classification symbol (e.g., IPC class or subclass, or administrative unit) to a patent application, using human or automated means for internal administrative purposes (e.g., routing an application to the appropriate examiner).  Usually preclassification is applied by the administration of an office.

3. Reclassification is the reconsideration and usually the replacement of one or more previously allotted classification symbols to a patent document, following a revision and the entry into force of a new version of the Classification system (e.g., the IPC).  The new symbols are available on patent databases.
