Annual Technical Report 2012 on Industrial Design Information Activities submitted by Romania (CWS/ATR/ID/2012/RO)

The expression "industrial designs" covers industrial designs and models. Offices which issue design patents should report their design patent information activities in this series of Annual Technical Reports.

II. Matters concerning the generation, reproduction, and distribution of industrial design documents and of secondary sources of industrial design information, i.e., official gazettes

The official gazette of OSIM is: OFFICIAL INDUSTRIAL PROPERTY BULLETIN (BOPI) - Section “Designs”. It contains: All data on designs applications within OSIM lists containing the issued certificates information on the changes in the legal status, others.
RO - DESIGN BULLETIN – on paper monthly publication and electronic version PDF format of BOPI - Section “Designs” – 5 days publication from the date of constituting the regular depozit.
Main data published:
- Application (bibliographic data, graphic materials);
- Grants;
- Rejections;
- Renewals;
- Announcements of changes in the legal status;
- An alphabetic index of owners;
- A numerical index of applications.

III. Matters concerning classifying, reclassifying and indexing of industrial design information according to the classification systems applied

To classify industrial design applications, the International Classification of Industrial Designs, the ninth edition is used

In-house systems (online/offline)

The management of the industrial design applications filed with OSIM is based on the Common Software System. In 2007 both current and backlog type ID application were included in this database. Our system relies on the SGBD-lnformix Online DSA v.9.4 system; the interface is created by means of Hyperscript Tools. Said database is employed in managing the examination process, the publication and the dissemination of information.

HARDWARE
- HP EVA 5000 S AN system with 29 servers in a group
- 300 PCs For industrial design related activities there are used about 9 PCs;
- 40 network printers;
- 8 scanners;

INTERNET access uses 40 Mb/s metropolitan, 20 Mb/s external radio leased line.
- The INTERNET Subsystem comprises "www" and e-mail server, database server, proxy server, routers, firewalls.;
- Internal Network: 100 MB optical fiber backbone, NORTEL technology.

SOFTWARE
- HP Unix (former True 64 DIGITAL Unix) operating system for GS80 server;
- Linux operating system for the Server of the INTERNET/INTRANET database, for the www and e-mail server, for the proxy server;
- Windows 2003 and Windows 2008 server for domain controller servers and application servers
- RDBMS Informix Dynamic Server V.9.4
- Windows 2000 Professional , XP Professional and Windows 7 for client PCs;
- Corel Word Perfect Office for DTP;
- JSP for web based applications
- Common Software application by Hyperscript Tools on client PCs;
- Acrobat Exchanger for conversions into PDF format;
- Microsoft Internet Explorer and Mozilla Firefox for INTERNET/INTRANET
- Joomla for intranet

OSIM is involved in Cooperation Programs with OHIM.

VI. Administration of industrial design information products and services available to the public (relating to facilities, e.g., for lodging applications, registering designs, assisting clients with search procedures, obtaining official publications and registry extracts)

The Romanian industrial design collection and application collection comprises in excess of 61.602 designs.
The Romanian collection is structured by following both the LOC.(9) and the numerical criterion.
O.S.I.M. performs industrial design information services to the public upon request and against payment, on the state of the art, on the legal statuses of certificates and the prevention of infringement risks. The services are done taking into consideration the Romanian Database, OMPI Database, Community Design Database and other database available via internet. In 2012 OSIM by Designs Division have done 98 different industrial design searches. The examiners have also participated in many promotion activities organized by Marketing Division and OSIM Legal and Technical Library in the field of industrial design.
Any service may be requested by mail, e-mail or personally at the OSIM.
The first issue of the Official Bulletin of Industrial Property - Industrial Designs Section, may be consulted on Internet, free of charge.
In 2012 on the website OSIM provided free of charge online access to the National register of ID and also to the Publication server for IDs.

VII. Matters concerning mutual exchange of industrial design documentation and information

The Official Bulletin of Industrial Property - Industrial Designs Section, was distributed under exchange agreements to the following countries: AU, AT,BY, BG, CA, CZ, HR, DK, EE, FR, DE, GR, NL, JP, YU, KR, LV, MD, NO, NZ, PL, RU, SK, SI. ES, SE, UZ, UA, HU, US, IT, PT, TR, Macedonia, Kyrgyz Republic.
- and 6 organizations BIBLIOTHEK DES DEUTSCHEN PATENTAMTS-Germany, THE BRITISH LIBRARY- England, CHEMICAL ABSTRACTS SERVICE- USA, DERWENT PATENT ACQUISITION-England, DIRECTION E TECHNOLOGIAST CAKIDATY PROPRIEDAD- Argentina, EUROPEAN PATENT OFFICE- Germany.
- in the same year, the OSIM also received gazettes from the following countries: EE, FR, JP, IL, NO, SE, US.
- The Official Bulletin is available on paper and CD-ROM formats

VIII. Matters concerning education and training, including technical assistance to developing countries (please indicate URLs of web pages of the Office’s website wherever appropriate)

Members of the Industrial Design Division have participated in following promotional activities:
- seminars and conferences in the country
- participation to fairs across the countries for the entrepreneurial sectors, small
and medium enterprises and business to business groups;
- training of company specialists;
- contributing to the perception of the offices as a public service for the general
public, focusing on small and medium enterprises and supported by advertisments
and specific pamphlet and prospectus.
