Annual Technical Report 2002 on Industrial Design Information Activities submitted by Lithuania (SCIT/ATR/ID/2002/LT)

The expression "industrial designs" covers industrial designs and models. Offices which issue design patents should report their design patent information activities in this series of Annual Technical Reports.

 

I. Evolution of registration activities

Application filings and registrations in 2002:

90 applications filed direct with the State Patent Bureau of the Republic of Lithuania (SPB), from which 43.3% applications originating in Lithuania;
72 industrial design registered.

Compared with 2001 the number of:

filings increased by 5.9%;
filings originating in Lithuania decreased by 33.9%;
industrial design registrations decreased by 5.3%.

Packaging, household appliances and sanitary products, construction elements were the leading areas as reflected in industrial design application filings in 2002.

II. Matters concerning the generation, reproduction, and distribution of industrial design documents and of secondary sources of industrial design information, i.e., official gazettes

The Official Gazette on Inventions, Industrial Designs, Trademarks and Service Marks, Firm Names contains announcements published in 2002 on the industrial design registrations:

"FG9Q Registrations published in accordance with Article 18 of the Law on Industrial Designs of the Republic of Lithuania";
"MM9Q Registrations lapsed in accordance with Article 7 of the Law on Industrial Designs of the Republic of Lithuania";
"MK9Q Expiration of registration of industrial design in accordance with Article 7 of the Law on Industrial Designs of the Republic of Lithuania";
"ND9Q Renewal of registration of industrial design in accordance with Article 7 of the Law on Industrial Designs of the Republic of Lithuania";
"PD9Q, TC9Q Changes in the Register of Industrial Designs of the Republic of Lithuania in accordance with Article 17 of the Law on Industrial Designs of the Republic of Lithuania";
"PC9Q Transfer of the industrial designs in accordance with Article 20 of the Law on Industrial Designs of the Republic of Lithuania";
"QB9Q Licensing in accordance with Article 21 of the Law on Industrial Designs of the Republic of Lithuania";
"MG9Q Registrations invalidated in accordance with Article 22 of the Law on Industrial Designs of the Republic of Lithuania";
"RC9Q Pledging of industrial design in accordance with Article 15 of the Law on the pledge of movable property of the Republic of Lithuania".

Sections of the Official Gazette are coded in accordance with WIPO Standard ST.17.

The Official Gazette is prepared using DTP tools, printed and may be obtained at Lithuanian Technical Library (LTL).

III. Matters concerning classifying, reclassifying and indexing of industrial design information according to the classification systems applied

Registrations have been classified in accordance with the fifth edition of the International (Locarno) Classification.

Internationally agreed Numbers for the Identification of Data (INID Codes) relating to industrial designs were used in the Register and in the Official Gazette.

IV. Search file establishment and upkeep

The internal file of SPB contains Lithuanian Official Gazette.

The exchange of the Official Gazette of the SPB with foreign states and intergovernmental organisations is effected by LTL, and this way LTL file is updated with national and foreign documentation.

LTL file contains national and foreign Official Gazettes.

The card index "Protection of Industrial Property in Lithuania" is maintained.

V. Activities in the field of computerized search systems for industrial designs

The Register of industrial designs is a database (FoxPro 2.0) which contains all bibliographic and legal status data (including changes in names, addresses, licences, transfers).

Public users have a possibility to use the following LTL CD-ROM databases:

"Tekeningen of Modellenblad. Recueil des Dessins ou Modeles";
"Design Gazette";
"Schweizerisches Patent-, Muster- und Markenblatt";
"International Designs Bulletin";
"NIVILO:CLASS ".

VI. Administration of industrial design services available to the public (relating to facilities, e.g., for lodging applications, registering designs, assisting clients with search procedures, obtaining official publications and registry extracts

The Register of industrial designs is open to public access only in the following forms:

Extract from the Register (on request);
Official Gazette.

LTL offers to its visitors the opportunity to get acquainted with a wide range of Lithuanian publications: Official Gazettes of SPB, foreign documents on CD-ROMs, SPB annual reports, sets of communications and regulations.

The visitors of LTL can be consulted on the spot as well as by telephone or e-mail. LTL is an access provider to the website http://www.tb.lt/PIC/PIC.htm, and provides an opportunity to order patent search.

The official publications of SPB may be obtained at LTL.

The distribution of official publications of SPB in foreign states and intergovernmental organisations on the basis of mutual exchange is effected also by LTL.

VII. Matters concerning mutual exchange of industrial design documentation and information

In 2002 the official gazette of SPB was distributed in 44 foreign states and intergovernmental organisations (AM, AT, BA, BG, BY, BX, CA, CH, CZ, DE, DK, EE, EM, EP, ES, FI, FR, GB, GR, HR, HU, IE, JP, KG, KZ, LV, MC, MD, MK, NO, PL, RO, RU, SE, SI, SK, TJ, TM, TR, UA, US, UZ, WO, YU) on the basis of mutual exchange.

VIII. Matters concerning education and training including technical assistance to developing countries

Lithuanian specialists took part in the following events:

PATLIB2002;
EAC 2002.

Foreign and Lithuanian press published articles on the improvement of the Lithuanian industrial property information system.

IX. Other relevant matters

In 2002, Lithuanian industrial property statistical data were submitted to WIPO to be published in its publication "Industrial Property Statistics".
