I. Evolution of patent activities

In 2010, the highest percentage of applications were filed in the following technical areas: “Organic chemistry” – IPC Class C07 (11.7% of all filings); “Medical or veterinary science; hygiene” – IPC Class A61 (10.8%); “Electric communication technique” – IPC Class H04 (7.2%); “Agriculture, forestry, animal husbandry…” - IPC Class A01 (4.4%); “Measuring, testing” – IPC class G01 (4.0%).

II. Matters concerning the generation, reproduction, distribution and use of primary and secondary sources of patent information

Publishing, printing, copying (main types of publications of the Office in the field of patent information, etc.)

Information concerning patents and utility models is published in the following official publications of the State Department of Intellectual Property (further - the State Department): the Official Bulletin “Promyslova Vlasnist” (“Industrial Property”) and patent and utility model specifications.
Like in the previous year, the Official Bulletin was issued twice a month. In 2010, 24 issues of the Bulletin were published with the total amount of 1818.42 publisher’s signatures and the circulation from 70 to 92 copies, and the Annual Index to the Bulletin for the previous, 2009 year, with the total amount of 179.88 publisher’s signatures and the circulation of 55 copies. 13276 patent specifications were published during the reporting period.
The Official Bulletin “Promyslova Vlasnist” and patent (utility model) specifications of Ukraine were issued both on paper and electronic carriers with the same frequency.
During the reporting year the Official Bulletin “Promyslova Vlasnist” on DVD and the national CD-ROM “Inventions in Ukraine” were sent free of charge to 20 bodies of the National Scientific and Technical Information System and some other organizations of Ukraine and to foreign IP offices in the framework of international exchange of patent documentation.
The official web-portal of the State Department (http://www.sdip.gov.ua) and the web-site of the State Enterprise “Ukrainian Industrial Property Institute” (further – the Institute) (http://www.ukrpatent.org) contain a number of free databases (DB) and information and reference systems (IRS) on inventions (utility models):
- interactive DBs: “Inventions (Utility Models) in Ukraine”, “Information about Invention Applications Accepted for Examination”, “Electronic Version of the Cumulative Official Bulletin “Promyslova Vlasnist”, “Promising Inventions of Ukraine”, “Inventions of Foreign Countries” (test version);
- DB “Information about Court Decisions on Cases Concerning Industrial Property Rights”;
- interactive IRSs: “Invention and Utility Model Applications Processing State”, “Information about Patents of Ukraine for Inventions (Utility Models) Deemed Invalidated and about Lapsed Patents”, “International Patent Classification. Core Level (2009). Ukrainian Version (2010.01)” and the IRS “International Patent Classification. Main Groups (2011.01)” was also posted on the official web-portal of the State Department and the web-site of the State Enterprise “Ukrainian Industrial Property Institute” in December 2010.

During the reporting year were also published:
- quarterly review “Industrial Property in Figures. The basic indicators of the activities of the State Department of Intellectual Property and the State Enterprise “Ukrainian Industrial Property Institute””;
- scientific and practical periodical "Intellectual Property ";

Main types of announcements of the Office in the field of patent information

Information concerning inventions and utility models is published in Book 1 of the Official Bulletin “Promyslova Vlasnist” in the following sections: “Information about Invention Applications Accepted for Examination”, “Information on the Grant of Patents of Ukraine for Inventions”, “Information on the Grant of Declarative Patents of Ukraine for Inventions”, “Information on the Grant of Patents of Ukraine for Utility Models”, in the Indexes to each section and in the “Notifications” section”.
Notifications contain bibliographic data, claims, abstracts and specifications for inventions and utility models. Information concerning legal status of the patents is also provided in the DB “Inventions (Utility Models) in Ukraine”

Mass storage media used (paper, microforms, optical storage, etc.)

Mass storage media for information about inventions and utility models in the Institute are servers of electronic databases, Storage Area Network disc data storage systems, optical DVDs and magnetic tapes.
Special software is used for data file preparing and writing it on optical disks. Optical disks are formed with use of the EPO mixed mode authoring software MIMOSA.

Word processing and office automation

Incoming documents flow on paper carriers is processed by the system of current scanning and recognition of text documents based on the ABBYY Recognition Server 3.0. Digitized documents of applications are accumulated in "electronic dossiers" of applications and stored in the central electronic archive of documents. The central electronic archive of documents is integrated with all technological automated systems.
Processing of applications for inventions is carried out by means of the “Inventions” AS software.
In 2010, the software for automatic identification and registration of additional particulars of incoming documents and identification of the object to which the incoming document relates was operationally implemented in the medium of the “Inventions” AS.
The whole cycle of documents generation, endorsing, signing, transfer and registration is based on paperless (electronic) technology.
The automated functions for applications for inventions and utility models processing control, selecting of applications for inventions and utility models, administration of users within the Division of Examination of Applications for Inventions, Utility Models and Integrated Circuits Topographies were integrated into the "Inventions" AS.
In 2010, the experimental testing of electronic filing of applications was carried out. According to the results of the experimental testing, the functions of the system were improved and the changes in the software algorithms were made. The system is prepared to be transferred for the trial operation.

(New) techniques used for the generation of patent information (printing, recording, photocomposing, Optical Character Recognition (OCR), etc.)

Preparation of the sections of the publications is carried out automatically by means of the “Inventions” AS software.
The prepared layout of the publication is forwarded to the printing office for its replication.

III. Matters concerning abstracting, classifying, reclassifying and indexing of technical information contained in patent documents

Abstracting, reviewing, translating

Abstracts and bibliographic data are formed routinely in three languages (Ukrainian, Russian, English) for publication in the Internet database and on optical disks.

Classification1, preclassification2 (if applicable), and reclassification3 activities; Classification system used, e.g., International Patent Classification (IPC), other classification (please indicate whether or not patent documents are classified by your Office and, if so, which classification is used)

The International Patent Classification (IPC) is used for classifying patent documents of Ukraine. Since 2006 the core level of the IPC-8 and also, according to the “List of technical fields in which patent documents are to be classified according to the advanced level of the 8th edition of the International Patent Classification” (the List), the advanced level of the IPC has been partially used for classifying patent documents of Ukraine. Considering this state of affairs, according to the Order of the State Department of 3 October 2007, the Ukrainian version of the IPC was established, consisting of the core level extract of the currently effective official text of the IPC for classification symbols not included in the List, and the extract of the currently effective IPC edition for classification symbols and indexing codes included in the List. According to the respective Orders of the State Department, during 2010, the core level of the IPC (2009) and the Ukrainian version of IPC (2010.01) were used.
Within the “Inventions” AS, a software system for checking the classification symbols is operative. It includes classification guides and specialized software for checking the allotted classification symbols and reclassifying.
In 2010, the complete collection of applications for inventions and utility models was reclassified according to the current IPC (2010.01) version.

Hybrid system indexing

The Ukrainian version of the IPC used for classifying national patent documents includes hybrid systems, in particular, above 700 indexing codes of the indexing schemes are used together with classification symbols.

IV. Search file establishment and upkeep

File building

For the purpose of search in the course of examination of applications for inventions and utility models the following resources were used by the Institute:
- patent collections of WIPO, 2 regional organizations: the EPO and the EAPO, 7 patent Offices of leading countries (Great Britain, Germany, USA, France, Switzerland, Japan, the Russian Federation), former Soviet Union, CIS countries and Ukraine on CD-ROM/DVD (13 400 discs) were converted into a single search database;
- technological database of the in-house “Inventions” AS;
- Institute’s central electronic document archive;
- foreign patent databases with free access through the Internet (espacenet, USPTO, JPO, EAPATIS, PubMed etc.);
- commercial databases of the Chemical Abstracts Service (via STN), ScienceDirect Article Choice (“Elsevier”, the Netherlands), the VINITI databank (the Russian Federation), DB “All the Encyclopaedias of the Rubricon” (the Russian Federation) as well as databases of EPOQUE Net Service of the European Patent Office..

Updating

Updating of the database of the “Inventions” AS and the central electronic document archive is implemented routinely by scanning incoming documents, converting them into electronic format and loading to the databases.

Storage, including mass storage media

The means of mass storage of data on inventions and utility models used in the Institute are the servers of the electronic databases, Storage Area Network disc data storage systems, optical DVDs and magnetic tapes.

Documentation from other offices maintained and/or considered part of the available search file

The foreign patent documentation on optical media received by the Institute in the framework of international co-operation and exchange of patent documentation includes, in particular, the publications of WIPO, the EPO, the USPTO, the Russian Patent Office (Rospatent), the JPO etc.

V. Activities in the field of computerized and other mechanized search systems

In-house systems (online/offline)

The in-house computerized search systems for inventions and utility models comprise those of the “Inventions” AS, the incoming applications register, the “Indicators” AS, the central electronic documents archive an the search portal.
To perform the qualifying examination procedures the experts have a high-speed access via the Internet to a large number of search resources, including WIPO resources (database РСТ), the EPO search system, etc. Also, for carrying out the examination of applications for novelty, a search portal with numerous patent databases which contain data on national patents and applications for inventions and utility models and patent documentation of foreign patent offices, acquired within the framework of international exchange, was introduced in the Institute.

For information supply of the public at large, the following interactive DBs accessible via the Internet, and optical data carriers (CD-ROM) were used:

Administrative management systems (e.g., register, legal status, statistics and administrative support)

Administrative support and maintenance of the State Register are realized by the registry database and the specialized workstation of the State Registry functioning in the environment of the “Inventions” AS. The legal status data are captured in the said database. The statistical indicators are collected by a special software.

Equipment used (hardware, including the types of terminal and network used, and software), carriers used

Processing of applications for inventions is carried out by means of the “Inventions” AS, which functions in the LAN environment under the operating systems Windows 2003 Server, Windows Server 2008 and virtualization technology on virtualization platforms Hiper-V and VMware. Up-to-date personal computers with the operating system Windows XP Professional and Windows 7 are used as workstations.
The data storage network is built on the basis of the Fiber Channel technology.

Existing online thesauri; their structure, presentation and usefulness for computerized searches

In order to accelerate searching, to avoid errors when forming search requests, electronic dictionaries were integrated into the “Inventions” AS. They include: information about patent attorneys, patent classifications, tables of the valid IPC symbols, reference lists of the classification titles, classifiers of the incoming and outgoing documents (letters, requests, demands etc.), classifiers of the kinds of fees, normative, reference and ancillary information.

VI. Administration of the industrial property office library, and information products and services available to the public (relating to facilities, e.g., for lodging applications, for assisting clients on searching procedures, for obtaining official publications and registry extracts)

Collecting, acquisitions, preparation

In order to satisfy public needs for patent information in Ukraine, the Public Patent Documentation Collection (PPDC) functions within the structure of the Institute’s branch “Ukrainian Centre of Innovatics and Patent Information Services” (further – the Branch). The PPDC is the most comprehensive patent library in Ukraine available to the public. The PPDC is constantly supplied with national and foreign patent documentation.
The main source of foreign patent documentation updating remains, for nearly two decades, international cooperation with WIPO, the EPO and other foreign patent offices, in particular, bilateral international exchange of patent documentation with foreign patent offices which is performed by the Institute, appointed in 2003 by the law as the centre of international exchange of publications according to the “Convention on International Exchange of Publications”, adopted by the General Conference of the United Nations for Education, Science and Culture in December 3, 1958. During this period, such international cooperation allowed to accumulate in the State system of intellectual property rights protection a considerable amount of current and retrospective foreign patent documentation on paper and optical carriers which meet today the needs of the users.
In 2010 the tendency of use by national patent offices of the Internet for official publications was remained and as a result, the traditional publications on paper, CD-ROM or DVD was gradually discontinued by the Offices. Therefore, within a few years, the exchange of publications on physical carriers progressively turns into the exchange of electronic information via the Internet.
Thus, in the framework of this process, the following publications ceased to come to Ukraine in 2010, part of which was changed for appropriate Internet-resources:
• WIPO: ESPACE WORLD on DVD (the PCT international applications), access to the information is given on the web-site: http://www/wipo/int/patentscope/en/
• The EPO: ESPACE EP on DVD (full specifications and bibliographic data of the European applications and the PCT applications); ESPACE-ACCESS on CD-ROM (bibliographic data and abstracts of the European applications and the PCT applications); ESPACE-ACCESS EPC on DVD (bibliographic data of patent documents of the 30 States party to the EPO), instead of which a new on-line product Global Patent Index (GPI) accessible via DB ESPACENET (the EPO patent documents of over 80 Offices) was launched;
• Countries of Eastern and Central Europe: ESPACE PRECES on CD-ROM (patent documents of Bulgaria, the Czech Republic, Hungary, Romania, Slovakia, Poland, Lithuania, Latvia); information is accessible from the web-site: http://pipacsweb.hpo/hu/;
• The Patent Offices of Australia (the Official Bulletin on CD-ROM) and France (the Official Bulletin on paper from the second half of the year).
In spite of these tendencies, during the reporting year the PPDC was updated by a considerable amount of foreign patent documentation, first of all on optical discs. By the end of 2010, the PPDC numbered over 20 thousand copies of official bulletins and 335,1 thousand patent specifications on paper, and the collection of patent documentation on optical discs exceeded 16,5 thousand items. For the period of 2000-2010 years the total number of optical discs in the PPDC increased three times as much.
Information about the content of the PPDC and its updates is posted in the “Information Resources” section of the web-portal of the State Department (http://www.sdip.gov.ua) and the web-sites of the Institute (http://www.ukrpatent.org) and the Institute’s branch “Ukrainian Centre of Innovatics and Patent Information Services” (http://www.ip-centr.kiev.ua).

Collection management, preservation

The management of the contents, coverage and structure of the document collection was carried out with the due consideration of the users’ needs.
The information collection is provided with up-to-date computer equipment suitable for operating with the sophisticated software used by patent offices of different countries on CD-ROM and DVD. The information was transferred from discs and accumulated on the network management server, which significantly accelerated the searching speed.
Great attention was paid to the popularization of the collection: subject collections of patent documentation and a digest of annotations of publications on topical issues of intellectual property rights protection in our country and abroad were published. Publications of prominent specialists from various patent offices – books and journal articles received to update the collection – were annotated.
With the aim to preserve the collection, modern technologies of protecting library stocks from theft, damage and the like are used. Video surveillance, ventilation and air conditioning is continuously in operation, fire safety (fire alarm, fire notification, fire fighting) is ensured.

Information services available to the public (including computerized services and search files contained in libraries remote from your Office and patent information posted by your Office on the World Wide Web)

Formation, management and organization of use of the PPDC are the tasks of the Information Search Division of the Branch. It makes patent and normative documentation available to all those interested in creation, legal protection and use of IPRs. On users’ requests, the Division carries out different kinds of patent information and documentation searches concerning inventions, utility models, industrial designs, marks for goods and services (bibliographic data, full specifications to patents, abstracts, images etc.). The Information Search Division provides services on qualified drawing up of a search order, i.e. defining the subject of the search, information sources and classification entries of the International Classifications of the IPRs. The Division’s staff having a good command of several foreign languages carries out searches on CD-ROM and in remote patent documentation databases via the Internet. Besides, the Division also provides the following services:
- consultations on the content of the PPDC, the most efficient ways of carrying out information search, the reference and search tools exploitation;
- free use of the PPDC reading halls and information materials of free access. These, in the first place, include national patent documentation (the Official Bulletin and patent specifications of Ukraine), official bulletins of foreign patent offices, patent information periodicals, normative, scientific and methodical literature, subject and alphabetical catalogues, International Patent Classification in the Ukrainian translation.

VII. Matters concerning mutual exchange of patent documentation and information

Medium used for exchange of priority documents

In the framework of international exchange of patent documentation the Institute, appointed by the law as the Centre of international exchange of publications, sent in 2010 national patent documentation, in particular, the Official Bulletin “Promyslova Vlasnist” on DVD, to 25 foreign patent offices (29 copies), and the national CD-ROM “Inventions in Ukraine” – to 9 foreign patent offices (11 copies). In its turn, patent documentation from 26 foreign Offices and the EAPO was supplied to Ukraine.
Besides, in the reporting year the Institute was sending to the EPO data on patents of Ukraine (bibliographic data, abstracts in English), including those provided under the Agreement on full access to the EPOQUE Net Service, which ensured a solid foundation for successful bilateral cooperation with this leading office.

Medium allowed for filing applications

Applications for invention were filed on paper carriers. Implementation of the electronic document circulation technology and ensuring a transition to the paperless technology of processing applications for IPRs was under way.

VIII. Other relevant matters concerning education and training in, and promotion of, the use of patent information, including technical assistance to developing countries (please indicate URLs of web pages of the Office’s website wherever appropriate)

Assistance furnished by offices to facilitate the changing over of receiving offices to electronic data carriers for the exchange of patent documents (see also fourth sub-item of item VI, above)

In the reporting year the State Department within its competence, made efforts to development and further improvement of the personnel training and skill upgrading system in the sphere of intellectual property
In 2010, pursuant to the order of the Ministry of Education and Science of Ukraine, the state higher educational institution “The State Institute of Intellectual Property” was reorganized into the Intellectual Property Institute of the National University «Odessa Law Academy» in Kyiv (the Institute). It made possible for the first time in the higher educational system of Ukraine to start training of the Bachelors of Law and Masters of Law, educational and professional training programs of which stipulate the specialization in the intellectual property right.
In order to upgrade knowledge in the intellectual property field, the speciality “Intellectual Property” was taught in 2009/2010 academic year in 145 higher educational institutions of Ukraine of the III-IV accreditation level. Over 120 thousand students studied by Master and Specialist educational and professional programs. Duration of the course in the majority of higher educational institutions was 54 hours.
As on 01.10.2010, the license for educational activities related to training and retraining of professionals specializing in the specialty «Intellectual Property» of the Specialist and Master education and qualification degree was issued by the Ministry of Education and Science of Ukraine to 15 higher educational institutions.
Licenses for the right of realization of the educational activity at the level of qualifying requirements concerning improvement of qualification of specialists in the sphere of intellectual property (in total 550 persons per year) were granted to two educational institutions – the Institute (250 persons) and the Interbranch Institute for Postgraduate Education at the National Technical University “Kharkiv Polytechnic Institute" (300 persons).
Just these two educational institutions also received in 2010 the right for carrying out educational activities in training foreign citizens in the speciality “Intellectual Property” in the educational qualification level master's degree (in total 55 persons).
Altogether, in the reporting year, the state higher educational institutions trained 520 specialists in the sphere of intellectual property, 180 of which (35 %) were graduates of the Institute (49 masters and 131 specialists).
As in the previous years, the State Department together with the Institute paid special attention to the training of intellectual property specialists for various fields of activities, in particular:
• for the executive bodies and the judicial power authorities – 61 person graduated the Institute, among which employees of the State Intellectual Property Service of Ukraine, Ministry of Internal Affairs of Ukraine, Security Service of Ukraine, National Security and Defence Council of Ukraine, State Custom Service of Ukraine, judges etc
• for manufacture, business, innovative, scientific and scientific and technical activity - 7 professional appraisers of intellectual property rights as well as 15 intellectual property representatives (patent attorneys) were trained; 20 employees of the regional centers of innovational development (candidates in technological brokers) improved qualification in technology transfer.
In the reporting year the Institute continued to support the distance learning programme of the WIPO Academy course DL-101 “General Course on Intellectual Property” (Ukrainian-language modules).
In July of the reporting year, the Second Summer School on intellectual property issues was successfully held in Odessa on the basis of the Odessa National Academy of Law. Its aim was to provide opportunity for senior students and young professionals to improve their knowledge in the field of intellectual property, to estimate intellectual property as the tool of economic, social, cultural and technological development of the society. Ukraine became the first country in the CIS where this important mission is realized. This year representatives of Bulgaria, India, Italy, Latvia, Nigeria, Turkey, Azerbaijan, Sweden and Ukraine took part in the work of the Summer School.
Within the framework of experience exchange, training and improvement of qualification of specialists, the representatives of the State Department and the Institute took part in the curriculums and actions organized by the patent offices of the world, in particular, in the curriculum of the USA World academy of intellectual property on patents and trade marks, in the European patent academy trainings.
In 2010, the State Department organized and held 6 conferences, among them 3 international ones, and 24 specialized seminars, including 13 regional events on the current problems related to the acquisition, exploitation and enforcement of IP rights.
In particular, on April 20, 2010 within the framework of the 10th anniversary of the World Intellectual Property Day celebration and the 40th anniversary of the entry into force of the Convention establishing the World Intellectual Property Organization (WIPO Convention), grand actions on the subject «Innovation – Linking the World» were held.
The important representative and useful forums for discussion the scientific, methodological and practical issues in the field of intellectual property are the international scientific and practical conferences which are traditionally held in Ukraine twice a year (in winter in Svaliava, Zakarpatye region and in summer in Yalta, Autonomous Republic of Crimea).
The XV International conference “Actual Problems of Intellectual Property” organized by the State Department together with WIPO and the EPO was held from February 22 to 26, 2010. The main subject of the conference was the strategy of the development of the State system of intellectual property rights protection which alongside with other important development directions included information support and economic policy of intellectual property.
Over 150 participants from Kazakhstan, Russian Federation, Republic of Moldova, Germany, Switzerland, Romania, Spain, Armenia, United Kingdom and representatives of international organizations - WIPO and the EPO participated in the conference.
From September, 6 to September, 10 the State Department together with WIPO, the EPO, the Council of Ministers of the Autonomous Republic of Crimea, the Ministry of Education and Science of Ukraine, the Ministry of Internal Affairs and other governmental organizations of Ukraine organised and held the XVI International Scientific and Practical Conference “Actual Problems of Intellectual Property” in Yalta, Autonomous Republic of Crimea. This remarkable forum was represented by specialists and managers in the field of intellectual property from Ukraine, Bulgaria, Belarus, United Kingdom, Georgia, Kazakhstan, Israel, Macedonia, Republic of Moldova, Germany, Poland, Russian Federation, Slovenia, Romania, United States of America, Uzbekistan and Switzerland, as well as WIPO, the EPO – about 200 participants.
The issues under discussion included the current status, problems and prospects of the development of the State system of intellectual property rights protection in Ukraine; improvement of the legal regulation in this sphere; methodology and practical aspects of examination of applications for industrial property rights, the patent information support and automation of the examination body operation; marks for goods and services: development of the legislation and rights legal protection; use of intellectual property rights, etc.
In addition to the plenary sessions, seven sections actively worked. Two-day inter-regional meeting of the experts under the aegis of WIPO on national branding in transition countries took place, and a round table, at which there were discussions on the recommendations prepared and presented by the Supreme Economic Court of Ukraine on court practice disputes related to the protection of intellectual property rights, was also held.
Among other conferences and seminars, organized and held by the State Department, special attention is deserved to the following:
- The X all-Ukrainian Scientific and Practical Conference «Problems of Training of Intellectual Property Specialists, Research-and- Information and Innovation Activities in Ukraine». 93 persons from all over Ukraine – representatives of 51 higher educational institutions of Ukraine – took part in the conference.
- The Scientific and Practical Conference «The Inventive Activity is a Basis of the State Development” devoted to the Inventor and Innovator Day which was organized by the State Department together with the National Technical University of Ukraine “Kyiv Polytechnic Institute”.
- A number of regional scientific and practical seminars on the topic: «Acquisition, Exercise and Enforcement of Intellectual Property Rights of Union of European Football Associations (UEFA) and Its Commercial Partners» which were held within the framework of the State civil program on the preparation and conducting of the Final Part of the European Football Championship 2012 in Ukraine.
The State Department, the Institute and the Institute’s branch “Ukrainian Centre of Innovatics and Patent Information Services” were co-organizers or participants of other actions, in particular:
- The VI International Show of Inventions and New Technologies “New Time” (“Noviy Chas”) which took place on September 23-25 in Sevastopol (Autonomous Republic of Crimea) and was devoted to the Inventor and Innovator Day. More than 350 (one-third of them - young people) representatives of inventive, innovative and scientific organizations from 28 countries, including Belgium, Iran, Kazakhstan, Lithuania, Republic of Moldova, Poland, Russian Federation, Romania, Ukraine and Estonia, took part in the work of the VI International Show;
- The all-Ukrainian scientific and technical exhibition of the youth innovation and creative project "The Future of Ukraine";
- The theme exhibition "Investment and Innovation Projects” which was held at the Government House, where intellectual achievements were presented by the regional investment and development centres and technology parks. Participants of the event were, in particular, representatives of the Cabinet of Ministers of Ukraine, the State Committee of Ukraine on Science, Innovation and Information and the State Agency of Ukraine for Investments and Development.

X. Other relevant matters


1.Classification is allotting one or more classification symbols (e.g., IPC symbols) to a patent application, either before or during search and examination, which symbols are then published with the patent application.

2.Preclassification is allotting an initial broad classification symbol (e.g., IPC class or subclass, or administrative unit) to a patent application, using human or automated means for internal administrative purposes (e.g., routing an application to the appropriate examiner).  Usually preclassification is applied by the administration of an office.

3.Reclassification is the reconsideration and usually the replacement of one or more previously allotted classification symbols to a patent document, following a revision and the entry into force of a new version of the Classification system (e.g., the IPC).  The new symbols are available on patent databases.
