Annual Technical Report 2004 on Patent Information Activities submitted by Tajikistan (SCIT/ATR/PI/2004/TJ)

The term "patent" covers utility models and Supplementary Protection Certificates (SPCs). Offices which issue design patents should report their design patent information activities in their Annual Technical Reports on Industrial Design Information Activities.

 

I. Evolution of patent activities

There were no changes either in procedures or conditions of filing and registration of application as compared to the preceding year.

II. Matters concerning the generation, reproduction, distribution and use of primary and secondary sources of patent information

In 2004, there were published 4 issues of the Official Bulletin which include patent bibliography and abstracts of filed applications and granted patents and 4 numbers of Journal “Industrial property and market” in three languages: Tajik, Russian, English.

The number of specifications to the patents of the Republic of Tajikistan on paper form has reached 401 and petty patents - 6.

At present Microsoft Office 2003 in the Windows XP environment are installed on most of computers which are used for preparing and filling in different official forms and other types of documents and publishing the Official Bulletins. Bibliographic information is stored in the database (MS Visual FoxPro). Patent specifications are stored in the form of files in the Word format.

III. Matters concerning abstracting, classifying, reclassifying and indexing of technical information contained in patent documents

The Center does not abstract technical information from patent documents.
The Center’s experts provide full Tajik-language versions of Provisions, official forms and patent documentations.

Patent documents are classified according to the 7th edition of IPC (International Patent Classification).

IV. Search file establishment and upkeep

Patent Bulletins from 14 countries, EAPO and PCT Gazettes are received.
The internal search file of NCPI contains the patent specifications of the Tajik patents and the following CD-ROM databases:
EAPATIS;
JOPAL;
ESPACE-EP-A;
ESPACE-WORLD;
ESPACE-ACCESS;
PATENT ABSTRACTS of JAPAN UNEXAMINED APPLICATIONS;
PATENT-ACCESS-EUROPE (Patent bibliographic data of applications of the UK, Belgium, Luxembourg, Netherlands and Switzerland).
Patent File of Center’s Scientific and Technical Library contains national and foreign patent documentation on paper and microfilm.

V. Activities in the field of computerized and other mechanized search systems

The Center’s specialists are developing the software of the database and automated patent search system which allow to carry out examination and also extract data from the database for the Official Bulletin and for the First Page of Application/Patent and to extract statistical data for the WIPO publications.
Online thesauri is not used yet.

VI. Administration of the industrial property office library and services available to the public (relating to facilities, e.g., for lodging applications, for assisting clients on searching procedures, for obtaining official publications and registry extracts)

Patent documents are arranged in accordance with IPC, in the sequence of publication date and in numerical order and the other documents are arranged in numerical order.

New literature is acquired from the Central Library Collector in Russia.

Patent documents are housed in a local warehouse facility.
Foreign patent microfilm reels are maintained in cabinets in special storage facility.

The public has free access to the collections of the library.

The patent collection on paper form is available to examiners of the Office and to the public in a reading room.

The library provides the public with the following services:

- bibliographical search at the request of customers
- making hard-copies at the request of customers
- translation of articles from foreign scientific journals and magazines at the request of customers
- new literature exhibition on different trends in science and technology
- consultation and general information services
- thematic patent search at request of customers.

These services are subject to payment.

More than 18390 bibliographical descriptions of monographs and periodical publications were added to the library database.


The basic directions and activity of SPTL

The State Patent and Technical Library National Center for Patent and Information (SPTL, NCPT) (the 1965 of formation) is one of the Republic s largest libraries; it has patent, normative, and scientific information on many branches of industry.
The basic directions of activity of State Patent and Technical library are:
- Formation of funds of the scientific and technical literature and patent documentation;
- Organization and conducting the information and search device;
-Bibliographical and information service of the employees NCPI and Ministry of Economy and Trade of the Republic of Tajikistan in a priority mode, and also experts of the ministries, departments, enterprises and organizations of republic, teachers and students of high schools of economic, legal and technical specialties;
Organizations of propagation of funds of the patent documentation and scientific and technical literature;
Introduction of new information technologies in practice of work;
Organization of seminars and improvement of professional skill of the employees of library.


Structure of SPTL

The structure of SPTL consists of administration, departments of acquisition and processing of funds, patent information and documentation, information service, automation, service and storage of funds. At the end of 2004 the staff of library made 35 men working on the complete rate 26, from which have high education 15, incomplete 1 and secondary education 6 men.


Fund of SPTL

The fund of SPTL totals more than 14,9 million copies, including more than 13 million copies of patent documentation; more than 257 000 copies. Of normative and engineering specifications; more than 28000 copies. The books both periodic domestic and foreign seal on natural and humanitarian sciences, more than 390 thousand copies on various information carriers. Since 2001 in SPTL the automated system “IRBIS” is made. It is the electronic catalogue, which contains more than 19000 bibliographic descriptions of the books, periodicals and compact optical disks. The system consists of five automated workplaces (АWP): АWP the Manager, АWP Complektator, АWP Cataloguer, АWP Bookissuig, АWP Reader. Because of lacks of computer engineering all workplaces АWP do not function. Automated library and information system "IRBIS" is established on 4 computers of the mark « PENTIUM - 3 » connected among themselves to the local computer network, in a department of acquisition and processing of funds, information department both department of the patent information and documentation.

Now in database of “Book” (since 1984) contains 45 thousand bibliographic descriptions of the books and brochures which have acted in library, including the serial and multivolume editions. Database of Periodicals (since 1988) contains more 309 thousand bibliographic descriptions of clauses from magazines acted in library. Database on system "IRBIS" (with 1951г.) contains more 19000 bibliographic descriptions of the books, periodicals and compact optical disks. Database on system « In Documentation of managing bodies WIPO », 71 bibliographic descriptions, are edited 50 bibliographic descriptions, 50 cards are unpacked.


Formation of fund of SPTL

Sources of acquisition of SPTL is the Federal Institute of the Industrial Property (FIPS) and Information and Publishing Center (IPC) of Rospatent, World Intellectual Property Organization (WIPO), of the foreign patent departments, Centers of the Scientific and Technical Information (CSTI) of the countries of CIS, All-Russia Patent and Technical Library, Tajik Branch of Institute « Open Society» /Fund of Assistance/, department of a subscription of post office, book shops of Dushanbe.


Information and bibliographic and information work

Basic directions of information and bibliographic service are:
- servicing (of) readers of SPTL and NCPI:
- quarterly preparation of “List of new entries of SPTL” in automatic routine:
- Consultation and work with the readers at the catalogues of SPTL;
- Performance of bibliographic, thematic, address and factual of inquiries on the basis of the traditional catalogues and databases "of «Book", "Periodicals"
- Organization and realization “ Of days of the information ”;
- Realization of thematic patent searches on fund of SPTL;
- Performance of searches on information and law legal database "«Adlia";
- Study and introduction of the automated library and information system "IRBIS";
- To the readers of library the advices on use of the information and search device, on indexes of Universal decimal classification (UDC), International Patent Classification (IPC), on national patent fund are given out, on the conclusion of the contracts on complex library and bibliographic service.
SPTL has the site in the Internet. http://gptb.freenet.tj/. It was created in 2003, and till today never is updated, as the library because of shortages of the finance has no connection to a network of the Internet. Electronic mail of library, E-mail; librarypatenttj@mail.ru
The employees of SPTL always raise a level of knowledge and qualification by the necessary books, and also normative and law legal materials on protection of objects of the industrial property.
Annually in SPTL more than 20 industrial meetings will be carried out(spent), on which the scheduled and quarter reports of departments of SPTL, and also organizational questions connected to realization in NICP of seminars and conferences and other industrial questions are considered.
The employees of SPTL actively participate in all works of library, measures of propagation of patent fund among the applicants, workers of various branches of a national economy, and also participate in public life of SPTL and NCPI.


Problems

One of major problems in a department is the shortage of professional computers Windows Millennium, or Windows Рprofessional for acceleration of drawing up « Of the Guidebook to patent fund of SPTL » and qualitative realization thematic, information and numeral of searches, and also for input in system "«IRBIS", bibliographic description of the books and patent bulletins of library.

VII. Matters concerning mutual exchange of patent documentation and information

The Center participates in the joint production of the CD-ROM of patent documentation of CIS countries.

VIII. Other relevant matters concerning education and training in, and promotion of, the use of patent information, including technical assistance to developing countries

Two examiners are studying in the Russian Institute of the Intellectual Property by correspondence.

IX. Other relevant matters

 


1.Classification is allotting one or more classification symbols (e.g., IPC symbols) to a patent application, either before or during search and examination, which symbols are then published with the patent application.

 

2.Preclassification is allotting an initial broad classification symbol (e.g., IPC class or subclass, or administrative unit) to a patent application, using human or automated means for internal administrative purposes (e.g., routing an application to the appropriate examiner).  Usually preclassification is applied by the administration of an office.

 

3.Reclassification is the reconsideration and usually the replacement of one or more previously allotted classification symbols to a patent document, following a revision and the entry into force of a new version of the Classification system (e.g., the IPC).  The new symbols are available on patent databases.
