This standard is maintained partly because the patent system is regulated by century years old Act and it does not allow implementing the standard. Moreover there is no exact examination manual/guideline to follow WIPO standards.

DPMA has internal directives on how citations are to be performed. For most parts, this directive is in line with ST.14. Small deviations exists according to national practice, e.g. the category “&” is not used, or for documents produced by a Standards Defining Organization the order of the information provided is different (standard identifier and number assigned are in first place and not the author).

The IPO SR publishes the search reports containing a list of cited patent documents (references), which are attached to the published utility model applications in general and to the published patent applications only if the requirements have been met under the § 41, paragraph 3 of Act No.435 / 2001 (Patent Act).
In the course of a search and examination procedure any document cited in the search report is indicated by the respective category codes (of relevance) in accordance with the paragraph 20 of the Standard.
Data related to the list of prior art documents by using code INID (56) have not been published neither on the first page of the patent document nor in databases.
