La Oficina en este momento no tiene la estandarización de las solicitudes de patente físicas presentadas por los solicitantes con los parámetros requeridos por la norma ST.22. Sin embargo, las solicitudes presentadas por los usuarios son digitalizados identificando automáticamente a partir de una imagen símbolos o caracteres que pertenecen a un determinado alfabeto, que luego son almacenados en formato de datos como archivo de texto.

We promote the use of this standard by our applicants, many of its recommendations are the part of EAPO regulations. The software currently used for OCR in EAPO is capable to handle the most of the quality issues occurring in patent applications that we receive.

Only 15% of our new Patent filings and subsequent transaction requests are received on paper and we actively promote this standard in our pre-filing material and on-line filing services. Our longer term strategy is to give more technical focus to the xml (Business to Business) exchange of documents, helping remove the need to OCR capture images.

Sí se tiene previsto y se está en proceso de preparar un sistema adecuado de digitalización para la aplicación de ROC. Actualmente se producen documentos en formato TIFF plano, en formato TIFF con estándar ST.33 y PDF indizado (Norma EPO ST.1.4). En conformidad a un Acuerdo entre el IMPI y la OMPI, a los documentos enviados en PDF se les ha aplicado ROC y se nos proporcioaron los archivos en XML del FullText por un período de publicaciones de los años 1992 a 2012.

The Rospatent Requests on the authoring of the patent applications (on paper) do not include followed recommendations:
- to avoid the line numbering (p.14 of ST.22);
- first word of each part of the application should specify the corresponding part (p.16 of ST.22);
- Landscape pages should be turned 90 degrees counterclockwise for integration within the set of portrait pages (p.21 of ST.22);
- to avoid the use of footnotes, margin texts and headers (p.22 of ST.22);
- to separate the text area from the tables, formulae and images by blank margins (p.23 of ST.22);
- paragraphs should be separated by spacing that is at least twice as big as the intra-paragraph line spacing (p.28 of ST.22);
- all characters within a paragraph line should have their baselines carefully aligned…(p.29 of ST.22);
- justified text paragraphs should be avoided. (p.30 of ST.22);
- to avoid word splitting by the use of hyphens (p.31 of ST.22);
- for the tables - (p.32-33 of ST.22);

Besides, Rospatent does not publish these Requirements in its Bulletin (only – in the text of Rules on its website). And there are no any examples of good and bad practice (p.50 of ST.22).
