What are skipped sequences used for in a sequence listing?

As in WIPO ST.25, it is possible to mark a particular sequence as 'skipped'. A skipped sequence is a sequence ID number that exists in a sequence listing but has no data associate with it.  An example where this may be useful: an applicant wants to delete SEQ ID NO: 50 from their application, but doesn't want to go through the trouble of renumbering SEQ ID NOs: 51-100.  SEQ ID NO: 50 can simply be turned into a "skipped sequence" and SEQ ID NOs. 51-100 can maintain their SEQ ID numbers.
