If I filed my PCT application prior to July 1 2022 but the national phase entry date is after July 1, do I need to provide an ST.26 compliant sequence listing?
The answer is no. A PCT application has the same legal effect as filing a national application in all PCT contracting states. So a national phase entry application has a filing date equal to the international filing date. Thus, a national phase entry on or after July 1, 2022 based on a PCT filed before July 1, 2022 should include a sequence listing compliant with WIPO ST.25.
