I. GENERAL OVERVIEW OF RECENT DEVELOPMENTS IN TRADEMARK INFORMATION ACTIVITIES CARRIED OUT BY THE OFFICE

On September 30, 2021, together with WIPO, a regional seminar was held on the topic: “Improving the competitiveness of enterprises in Kyrgyzstan through the protection of geographical indications”. The seminar was attended by representatives of government agencies, business communities, patent attorneys and other stakeholders.

In order to systematize and improve educational materials, training programs, practical tasks, teaching methods for conducting educational courses, educational materials were collected, the curricula of Federal Institute of Industrial Property (FIIP), Russian State Academy of IP (RSAIP) and WIPO were studied. On the basis of the collected material, practical tasks, tests, the final exam questionnaires for conducting educational courses were developed.

In order to implement bilateral action plans for 2021 (RF, PRC, Mongolia) Plans have been developed and coordinated with the Russian Federation and China. Online consultations were held between Kyrgyzpatent and Rospatent with the participation of Rospatent specialists on the following topics:

- issues of legal protection of geographical indications;

- issues of modernizing the electronic filing system;

- problems of decreasing patent activity in the Russian Federation. New approaches to incentives for authors of service inventions, utility models, industrial designs in the Russian Federation - Prepared relevant requests to CNIPA;

- Plan for 2021 has approved.

According to the Law of the Kyrgyz Republic “On Trademarks, Service Marks and Appellations of Origin of Goods”, only three-dimensional marks are registered among the types of non-traditional marks. In the case of an application for a three-dimensional designation, an image of a general view must be pasted in place under code 54 of the application. Additionally, images of all the necessary projections of the claimed designation should be submitted, giving a complete picture. The image of the designation must have a high-quality graphic design that allows you to reproduce an unlimited number of copies.

Kyrgyzpatent, in turn, scans this image and uploads it to the database.

In order to introduce an object of intellectual property into civil circulation Geographical indications (according to the Roadmap) the developed draft Law of the Kyrgyz Republic “On Trademarks, Service Marks, Geographical Indications and Appellations of Origin” includes a special section that provides for the procedure for granting legal protection to a Geographical Indication (GI).

For the task of preparing for publication the brochure “National Brands of the Kyrgyz Republic”, a bibliographic index was compiled and issued: - “National Brands for the Creative Economy of the Kyrgyz Republic”

In order to prepare a draft resolution of the Government of the Kyrgyz Republic "On introducing amendments and additions to the Procedure for the use of the term "Manas" in trademarks, service marks, names of legal entities and words and phrases formed on its basis", a draft resolution of the Government of the Kyrgyz Republic "On introducing amendments to the Procedure use in trademarks, service marks, names of legal entities of the term "Manas" and words and phrases formed on its basis"

As part of the promotion of draft Laws of the Kyrgyz Republic: - “On Amendments to the Law of the Kyrgyz Republic “On Trademarks, Service Marks and AOs”;

Work is underway to develop a draft of a new Law of the Kyrgyz Republic “On Trademarks, Service Marks, Geographical Indications and AOG”. The draft Law was approved by the Scientific and Technical Council of Kyrgyzpatent on September 15, 2021, taking into account the proposals and comments, and the council recommended that it be finalized and submitted for public discussion. Currently, the draft Law has been submitted for public discussion on the official website of the Cabinet of Ministers of the Kyrgyz Republic (from December 31, 2021) and posted on the Single Portal for Public Discussion of Projects (December 17, 2021).

V. PROMOTION ACTIVITIES AIMED TO SUPPORT USERS IN ACCESS AND EFFICIENT USE OF TRADEMARK INFORMATION

Implementation of a pilot project for the creation and development of Technology and Innovation Support Centers. In order to provide access to specialized databases in the field of intellectual property, as well as to train users to conduct patent research, the Kyrgyz Republic joined in 2010 an international pilot project to establish TISCs, which was initiated by WIPO. The beginning of the project was the Memorandum of Understanding on the establishment of TISCs in the Kyrgyz Republic, signed between Kyrgyzpatent and WIPO on August 21, 2010 in Geneva. The coordinator of this project is the State IP Fund. The purpose of establishing the TISC network is to facilitate access to knowledge and improve the efficiency of the use of patent and non-patent information, dissemination of knowledge in the field of patent law at the regional level. The centers provide free access to international information resources in the field of intellectual property. Currently, 24 business entities across the country are participating in the project. In order to develop TISCs in 2021, the following work was done: 1. Together with WIPO, a Sub-regional meeting was organized and held online to develop the TISC network in Central Asia. The purpose of the event is to provide an overview of recent trends, as well as the exchange of experience for the implementation of WIPO programs for the establishment and development of TISCs. The meeting provided information on the creation of a network of TISCs in the Kyrgyz Republic: what has been done and achieved over 11 years. During the event, representatives of WIPO and the countries of Central Asia (Kazakhstan, Uzbekistan, Tajikistan and Turkmenistan) considered issues of improving national, subregional and regional capacity in the provision of services in the areas of activity of the centers. The meeting was attended by representatives of the TISC network of the Kyrgyz Republic. Together with WIPO, an online training workshop was organized and conducted for TISC users and coordinators in the Kyrgyz Republic. The purpose of the event is to share best practices in the development of technologies and innovations using digital resources. During the seminar, issues on the use of patent information of the WIPO INSPIRE programs, the Patent Register Portal, as well as e-Tutorial distance learning, got acquainted with the guide on the definition and use of public domain inventions, the practical use of the ScinceDirect Scopus Databases Access Research4Life programs. As a result of the training seminar, all participants were given certificates.

On May 17-18, short-term courses were held for teachers of KSTU. I. Razzakova, KEU im. M. Ryskulbekova. (Lecturers: Kozhokulova Zh., Zholdubaeva A., Bakiev M.Z., Imanalieva D.K., Musadairova S.S., Karmysheva M.D., Chalova Z.T., Akmatova Ch.A., Iskakova K. A., Torogulov T.O., Sultanbaev A.O., Zhumabaev Zh.Ch.) There were 30 participants.
On November 3, 2021, a short-term course was held for employees of the Military Institute of the Armed Forces of the Kyrgyz Republic and the Academy of the Ministry of Internal Affairs of the Kyrgyz Republic. (Lecturers: A. Alymbaev, A. Attokurova, M. Bakiyev, A. Apazova, S. Musadairova, M. Karmysheva, Z. Chalova, Ch. Akmatova, A. Ismailov) There were 14participants.
December 16-17 this year a short-term course was held for the teaching staff of the Republican Training Center of the Ministry of Internal Affairs of the Kyrgyz Republic named after. Major General of Militia Zh.Sh. Shabirova (RUC MIA KR) (Lecturers: Asel Osmonova - Deputy Head of RTC MIA KR, M. Ormusheva, G. Kaparova, Ch. Akmatova, B. Abyshbaev, T. Abdyldaev, A. Ismailov, A. Mustapakulova) There were 29 participants.
