Annual Technical Report 2004 on Industrial Design Information Activities submitted by Lithuania (SCIT/ATR/ID/2004/LT)

The expression "industrial designs" covers industrial designs and models. Offices which issue design patents should report their design patent information activities in this series of Annual Technical Reports.

 

I. Evolution of registration activities

Application filings and registrations in 2004:

64 applications filed direct with the State Patent Bureau of the Republic of Lithuania (SPB), from which 64.1% applications originating in Lithuania
80 designs registered.

Compared with 2003 the number of:

filings decreased by 34.7%
filings originating in Lithuania decreased by 25.5%
design registrations decreased by 23.8%.

Packages and containers for the transport, household appliances and sanitary products, equipment for transformation of electricity, tools, furnishing, measuring instruments, machines, medical equipment, stationery and Office equipment, sales and advertising equipment were the leading areas as reflected in design application filings in 2004.

II. Matters concerning the generation, reproduction, and distribution of industrial design documents and of secondary sources of industrial design information, i.e., official gazettes

The Official Gazette on Inventions, Designs, Trademarks contains announcements published in 2004 on the industrial design registrations:

”FG9L Registrations published in accordance with Article 21 of the Design Law of the Republic of Lithuania”;
”MF9L Registrations invalidated in accordance with Article 23 of the Design Law of the Republic of Lithuania”;
“PD9L, TA9L, TC9L Changes in the Register of Designs of the Republic of Lithuania in accordance with Article 29 of the Design Law of the Republic of Lithuania”;
“MM9L Registrations lapsed in accordance with Article 30 of the Design Law of the Republic of Lithuania”;
“MK9L Expiration of registration of the design in accordance with Article 34 of the Design Law of the Republic of Lithuania”;
“ND9L Renewal of registration of the design in accordance with Article 35 of the Design Law of the Republic of Lithuania”;
“PC9L Transfer of the design in accordance with Article 40 of the Design Law of the Republic of Lithuania”;
“QB9L Licensing (sublicensing) in accordance with Article 41 of the Design Law of the Republic of Lithuania”;
“TK9L Rectifications”;
“CZ9L Decisions adopted by the Division of Appeals of the State Patent Bureau in accordance with Article 23 of the Design Law of the Republic of Lithuania”.

Sections of the Official Gazette are coded in accordance with WIPO Standard ST.17.

The Official Gazette is prepared using DTP tools, printed and may be obtained at Lithuanian Technical Library (LTL).

III. Matters concerning classifying, reclassifying and indexing of industrial design information according to the classification systems applied

Registrations have been classified in accordance with the seventh edition of the International (Locarno) Classification.

Internationally agreed Numbers for the Identification of Data (INID Codes) relating to industrial designs were used in the Register and in the Official Gazette.

IV. Search file establishment and upkeep

The internal file of SPB contains Lithuanian Official Gazette.

The exchange of the Official Gazette of the SPB with foreign states and intergovernmental organisations was effected by LTL, and this way LTL file is updated with national and foreign documentation.

LTL file contains national and foreign Official Gazettes.

The card index “Protection of Industrial Property in Lithuania” is maintained.

V. Activities in the field of computerized search systems for industrial designs

The Register of industrial designs is a database (FoxPro 2.0) which contains all bibliographic and legal status data (including changes in names, addresses, licences, transfers).

Public users have a possibility to use the following LTL CD-ROM and DVD-ROM databases:

VI. Administration of industrial design services available to the public (relating to facilities, e.g., for lodging applications, registering designs, assisting clients with search procedures, obtaining official publications and registry extracts)

The Register of industrial designs was open to public access only in the following forms:

esp@cenet® OPS have been introduced by LTL in 2004. LTL also offered to its visitors the opportunity to get acquainted with a wide range of Lithuanian publications: Official Gazette of SPB, full text of patent specifications in paper and CD-ROM format, patent bibliography on DVD-ROMs and CD-ROMs, SPB annual reports, sets of communications and regulations.

The visitors of LTL can be consulted on the spot as well as by telephone or e-mail. LTL is an access provider to the website http://www.tb.lt/PIC/PIC.htm, and provides an opportunity to order patent search.

The distribution of official patent publications of SPB in foreign states and intergovernmental organisations on the basis of mutual exchange is effected also by LTL.

VII. Matters concerning mutual exchange of industrial design documentation and information

In 2004 the official gazette of SPB was distributed in 41 foreign states and intergovernmental organisations (AM, AT, BA, BG, BY, BX, CH, CZ, DE, EE, EM, EP, ES, FI, FR, GB, GR, HR, HU, IE, JP, KG, KZ, LV, MD, MK, NO, PL, RO, RU, SE, SI, SK, TJ, TM, TR, UA, US, UZ, WO, YU) on the basis of mutual exchange.

VIII. Matters concerning education and training including technical assistance to developing countries

Lithuanian specialists took part in the following events:

PATLIB2004;
EPIDOS2004;
epoline® Annual Conference 2004.

Lithuanian press published articles on the improvement of the Lithuanian industrial property information system.

IX. Other relevant matters

In 2004, Lithuanian industrial property statistical data were submitted to WIPO to be published in its publication “Industrial Property Statistics”.
